The First Interim Report covers financial data from July 1 through October 31 and is due by December 15. This report include a certification indicating whether the charter school can meet its financial obligations for the current fiscal year.

 
  C. Discussion and decision regarding discretionary approval of retention bonuses for TEACH Tech Vote Matthew Brown 5 m
   

Background:
In June 2024, the Board of Directors adopted a resolution establishing criteria for awarding retention bonuses to eligible employees of TEACH Public Schools. Per this resolution, bonuses are awarded based on continued employment and meeting one of the following conditions:

  • The site achieving or exceeding budgeted enrollment targets for the fiscal year, or
  • The site operating with an annual cash surplus, as forecasted by the financial statements preceding the bonus payout.

The resolution also allows the Board to exercise discretion in approving bonuses when conditions are not fully met.

Current Status: According to the 1st Interim Financial Report:

  1. TEACH Academy, TEACH Prep, and TEACH Public Schools have either met their budgeted enrollment targets or project an annual cash surplus. Therefore, these sites fully meet the established criteria for bonus eligibility.
  2. TEACH Tech has not met either the enrollment target or projected cash surplus condition. However, the Board has the option to use its discretion to approve bonuses for TEACH Tech, considering other factors aligned with the organization's goals and mission.

Recommendation: The Board should consider whether to exercise discretionary approval of retention bonuses for TEACH Tech employees, recognizing their continued dedication and contribution to the organization. Approval will ensure uniform recognition across all TEACH sites, which may contribute to staff retention and morale.  TEACH Tech will also end the year meeting all its financial bond covenants and 407 Days Cash On Hand, even with the projected annual deficit.

 
  D. ELAC (English Learner Advisory Committee) and SSC (School Site Council) Updates Discuss Luis Ramirez 5 m
   

In California schools, ELAC (English Learner Advisory Committee) and SSC (School Site Council) are parent groups that play important roles in school governance and decision-making, especially around programs and resources for students.

 

English Learner Advisory Committee (ELAC)

 The committee primarily focuses on the needs of English Learner students and ensures they have access to resources and support to succeed academically. Key functions of ELAC include:

  1. Advisory Role: ELAC advises the School Site Council (SSC), principal, and school staff on programs and services for English Learners, ensuring their voices are represented in decision-making.
  2. School Plans: The committee reviews the school’s EL program and services, as well as the school's academic plan (such as the Single Plan for Student Achievement - SPSA), to ensure English Learners' needs are addressed.
  3. Monitoring Progress: ELAC monitors the school’s reclassification process, which is how students move from EL status to English proficient, ensuring this process is fair and effective.
  4. Parent Education: ELAC provides training for parents of EL students, helping them understand their rights, available services, and how to support their children’s education.

School Site Council (SSC)

The SSC is a broader advisory and decision-making body required in all California public schools that receive categorical funding. It includes parents, teachers, students (in high schools), and other staff members. The SSC provides input into school programs from the family's point of view.

  E. State Dashboard Data Presentation Discuss Beth Bulgeron 8 m
   

This presentation focuses on the results of the CAASP test results from school year 2023-2024 (results just came out). CAASPP stands for the California Assessment of Student Performance and Progress. It is the state's standardized testing system, which includes assessments like the Smarter Balanced Assessments for English Language Arts and Mathematics, the California Science Test (CAST), and other alternative assessments for students with special needs.  

 

This short presentation shows the proficiency rates as well as trends in proficiency rates for recent years. 

 

 

 

 

 
  F. Consider and Approve the Prop 28 Annual Report Vote Beth Bulgeron 5 m
   

Prop 28 provides funding for arts programs at each of the TEACH schools.  For this grant, arts includes performing and visual arts as well as graphic arts and its foundation in computer proficiency and coding.  At the elementary and middle schools funds will be used for IT lessons including coding and graphic arts, at the high school the funds will support the drama program.  Not all funds are being expended so we can roll out the orchestra program next school year. 

 
  G. Certify the Board Compliance Monitoring Vote Beth Bulgeron 4 m
   

This document certifies that the schools are satisfying each of the listed requirements.  This is an annual certification.  Each Principal has completed the initial certification on the same document.  This is a requirement for LAUSD.  Each of TEACH schools is fully compliant.  The document will require Chair's signature.

 
  H. Reminder of Brown Act and Conflict of Interest Training for the Board FYI Beth Bulgeron 2 m
   

Just a reminder to complete the Brown Act Training webinar put on by the law firm.  The link was shared with you on October 16th and the PDF materials are attached below.

  I. Approve the Changes to TEACH Academy's LCAP Vote Beth Bulgeron 5 m
   

TEACH Academy of Technologies has been identified as a CSI and is required to submit a plan for improvement within its LCAP.  The LCAP approved by the board in July did not fully answer prompts asking how the LEA was going to support the school specifically to address the CSI status.  The revised LCAP being considered for board approval includes greater detail in answering questions and those changes can be found in the section called Plan Summary: Comprehensive Support and Improvement. 

 
  J. Approve the Revised ELO-P Vote Matthew Brown 5 m
   

The ELO-P is a grant for extended learning opportunities.  This plan describes the use of funds to expand the school day, the school year and supplement learning opportunities provided in ASES.
