Action requested: Adopt the 2026–27 updates to the School Food Authority (SFA) Policy Manual (8531), the SFA Procurement Policy and Code of Conduct (8532), and the TEACH Public Schools Wellness Policy (5315).

These three policies govern how TEACH runs its school breakfast and lunch program and supports student health. The updates bring them in line with new federal and California requirements and match the approval process in the Fiscal Policies and Procedures the Board adopted on September 29, 2026. They also adopt a written procedure for documenting staff time charged to the cafeteria fund, which resolves the finding from the California Department of Education's 2024–25 review of TEACH's meal program.

The main changes to the meal program are:

  • Whole and 2% milk are now allowed at lunch under the new federal Whole Milk for Healthy Kids Act.
  • The policies list upcoming requirements so TEACH and its meal vendor can prepare: lower sodium and added-sugar limits on July 1, 2027, and California's ban on six artificial food dyes on December 31, 2027.
  • Foreign food is limited to 10% of TEACH's yearly food costs under federal Buy American rules.
  • Program materials must use the U.S. Department of Agriculture's updated nondiscrimination statement.
  • This is the last year of TEACH's current free-meals-for-all period. The application for 2027–28 is due to the state by June 30, 2027.

The SFA Procurement Policy and Code of Conduct raises purchasing limits to the new federal levels: price quotes are required above $15,000, and formal bids above $350,000. It also allows preference for locally grown food. The Wellness Policy assigns clear leadership, sets nutrition education and physical education goals for each school, limits food at classroom celebrations, and describes TEACH's mental health supports.
