The Board is asked to adopt the proposed FY2026–27 operating budget for TEACH Inc., including TEACH Academy of Technologies, TEACH Tech Charter High School, TEACH Preparatory Elementary, and the central office. The budget reflects updated ADA assumptions, revenue forecasts, and staffing plans for the upcoming fiscal year. All schools and the central office are projected to operate with a surplus and meet bond covenant requirements for debt service coverage and cash reserves .

 
     
  B. Consider and Approve the 2026 Local Control and Accountability Plans (LCAP) for TEACH Prep Elementary, TEACH Academy of Technologies and TEACH Tech Charter High School Vote Beth Bulgeron 5 m
   

Background:
The Local Control and Accountability Plan (LCAP) is a three-year planning document required under California’s Local Control Funding Formula (LCFF). The LCAP outlines each school’s goals, actions, services, and expenditures designed to support positive student outcomes and address state and local priorities.

 

Development of the 2025–2026 LCAP included extensive consultation with educational partners, including students, families, staff, bargaining units, community members, and advisory committees. Input was gathered through meetings, surveys, public hearings, and committee discussions to ensure the plan reflects the needs and priorities of the TEACH community.

 

The LCAP identifies annual goals and actions focused on student achievement, academic support, student engagement, school climate, and equitable access to programs and services. The plan also describes how the school will use supplemental and concentration grant funding to increase or improve services for unduplicated pupils, including English learners, foster youth, and low-income students.

 

In accordance with Education Code requirements, the schools presented the proposed LCAP at a public hearing prior to adoption. The County Office of Education will review the adopted LCAP to ensure compliance with statutory requirements.

Fiscal Impact

 

The LCAP aligns with the TEACH's 2025–2026 adopted budget and includes expenditures supported through LCFF and other funding sources.

 

 
     
     
     
  C. Consider and Approve of Executive Director's Annual Salary Vote Cecilia Sandoval 2 m
   

The Board will consider the approval of the annual salary for the Executive Director for the fiscal year ending June 30, 2027. The proposed annual salary is reflected in the 2026-2027 TEACH Public Schools budget and includes a 5.5% salary increase, consistent with the proportionate increase provided to all returning TEACH employees.

 
     
  D. Approve the EPA Resolution Vote Matthew Brown 5 m
   

The Education Protection Account (EPA) -the primary purpose is to provide public schools with a stable source of supplemental funding. The EPA allocates a portion of the state’s personal income tax revenues directly to school districts, charter schools, and county offices of education.

 

These funds must be used to support classroom instruction and cannot be spent on administrative salaries or benefits. Schools are required to publicly report on how they use EPA funds each year, ensuring transparency and accountability in how these dollars support student learning.

 

The EPAs show funds received, how funds were spent, and compliance with legal requirements.  The EPAs are board approved annually.

If approved, these are the terms and services that will be available to TEACH when the need for the services arises. It is possible that not all vendors will be used, and the actual expenses incurred will be dependent upon teacher absences and school needs as they arise.

  K. Authorization for Executive Director to Execute Charter School/Non Profit Public Benefit Corporation Certification (IRS Notice 2015-07) Vote Matthew Brown 2 m
   

CalSTRS has issued a new Charter School/Nonprofit Public Benefit Corporation Certification form related to IRS Notice 2015-07 and the continued participation of charter school employees in the CalSTRS retirement system. The certification requires the nonprofit public benefit corporation operating the charter school to affirm compliance with various requirements concerning governance, public purpose, employee eligibility, funding sources, regulatory oversight, and asset disposition.

 

The certification also confirms that eligible employees participate in CalSTRS pursuant to written employment agreements and that the organization maintains documentation supporting employee eligibility for retirement system participation.

While the certification does not expressly require governing board approval, staff believes it is appropriate to present the certification to the Board for review due to the significance of the representations being made and the importance of CalSTRS participation to employees of TEACH Inc. and its affiliated charter schools.

 

Staff has reviewed the certification and believes TEACH Inc. satisfies the applicable requirements contained in the certification.

Recommended Action

 

Authorize the Executive Director to execute and submit the CalSTRS Charter School/Nonprofit Public Benefit Corporation Certification on behalf of TEACH Inc. and its affiliated charter schools and to take any actions reasonably necessary to implement the certification requirements.
