The Executive Director recommends the board approve the Clinical Practice Agreement Between Literacy First Charter Schools and The Trustees of The California State University establishing a partnership for 5 years that will allow San Diego State University students to conduct their student teaching at LFCS. 

 
  C. 1328 Alpine Way Project $200,000 Authorization Vote Debbie Beyer 15 m
   

The 1328 Alpine Way site is being renovated to provide a CTE construction based program to our LCHS students. The Executive Director recommends the board authorize $200,000 toward this project's expenses. Per the lease agreement, whatever we spend on renovations is credited toward our lease payments.

The Chief Business Officer will share the school's financials as of 7.31.25 including the SDCOE report on the 2025-26 LFCS Second Interim Report, the value of the Arbitrage  investments made with our Bond Debt Service Account funds, the 2025-26 S&P Bond Ratings Report, and the 2025-26 Difference Card report.

LCHS Alpine: Pipes either relined or replaced from art building. PE area re-striped. Doors repainted. HVAC thermostats and timers are being updated and installed. Admin Way brush and weeds cleared. Carpets and tile cleaned.

 

Junior Academy: Solar project continues on schedule to be operational in October. Office space remodeled to create two offices for administrators and relocate the teacher workroom. Trees trimmed. Playground area has been restriped. Carpets and tile cleaned. Freedom office / house had electric water heater, washer and dryer, and furnace installed (all will run off the solar system).

 

Primary Academy:  The playground has been restriped. Carpets and tile cleaned.

 

Liberty Academy: Playground has been restriped. Carpets and tile cleaned. Sprinkler valve replaced. Back alley concrete project complete.

 

All campuses deep cleaned and paint touched up by LFCS staff. 4 hour timers installed on all thermostats on all campuses.

The CBO recommends the board approve the 2025-26 LFCS Prop 28 Certification, Annual Report, and Final Expenditure Report.

 
  F. 2025-26 LFCS EPA Report Vote Steve Robinson 10 m
   

The CBO recommends the board approve the 2025-26  LFCS EPA Annual Report showing all EPA revenue was expensed toward certificated teacher salaries and benefits and allowable lease costs. EPA funding significantly increased in the last quarter exceeding our ability to allocate it solely to teacher salaries and benefits. According to CDE's EPA webpage, lease costs are an allowable expense.

 
  G. Resolution 2027-01: 2026-27 LFCS EPA Vote Steve Robinson 10 m
   

The CBO recommends the board approve Resolution 2027-01 stating that LFCS has budgeted and will expense all 2026-27  EPA funds toward certificated teacher salaries and benefits as required by Article XIII, section 36 of the California Education Code.

The CBO recommends the board approve the updated LFCS Procurement Policies to meet the requirements of the 2026-27 California Budget Trailer Bill. Section II.a.i.2 has been added to the existing document.

The CBO recommends the board approve the San Diego Applied Behavioral Analysis 2026-27 contract and MOA for SPED services.

The CBO recommends the board approve the Hammond contract for $95,737 to complete the tenant improvement at 1012 E Bradley Ave of two new administrator office spaces and a new teacher workroom.

The CBO recommends the board approve the purchase of 1015 Pepper Drive for a sale price of $670,00 according to the terms in the draft purchase agreement. This will allow the school to fully develop the 1012 E Bradley campus to best meet the needs of its students. The school will pay cash for this property. Comparable home prices according to Zillow are $581,000 - $703,000.

The CBO recommends the board approve the Playworks contract for recess curriculum, professional development, and consulting during the 2026-27 school year for $12, 700.

 
  P. Reinvest Bond Reserve Account Funds in Toyota Commercial Bonds Vote Steve Robinson 10 m
   

Current Toyota Commercial Bonds mature on August 10, 2026. The CBO recommends the board approve the reinvestment of the principle in new Toyota Commercial Bonds for a term of 9 months yielding 3.9%. This maintains our laddered investment strategy of our bond reserve funds for our 2019A and 2019B bonds.

The CBO recommends the board approve the LFCS Cyberbullying policy. Per AB 772, on or before July 1, 2027, school boards must adopt a cyberbullying policy pursuant to Education Code 234.4. CDE has created a model policy which is the basis for the LFCS policy and mirrors our current policies and practices.

The Board President recommends the board approve the executive director's 2026-27 contract. The executive director's salary is based on the Executive Director's Salary Schedule and her benefits are based on the Medical, Dental, Vision, and Life Insurance Renewals all board approved on May 8, 2026.
