RSJ Audit Update

  • Matt Ochoa introduced Jeff and Rudy - auditors for the RSJ audit.  CLA first year conducting the audit for RSJ.
  • Jeff discussed:
    • MS auditing changes
    • 9/30 is a tight turnaround after year end close outs
    • Delays in receiving information to get started with the audit process
    • Cannot provide a definitive timeline for completing the audit at this time due to still needing information
  • Jeremy asked Jeff for expectations over the next couple of months
  • Jeff informed the board that once additional information is received, a calendar can be created; possibly take at least a month to get the audit done, but could take longer.  RSJ is not their only client, but there team is willing to work diligently once they get the final information they need.
  • Ashley asked Matt to share the outstanding items (2) that are still needed and the plan to get them in.
  • Matt reported:
    • Audit will not be done by the deadline 9/30
    • 1) Trail Balance Update (TB Update)- listing of account amounts as of a certain day and time.  There are a couple of questions about the starting balance - Matt hopes to have it in by EOD today
    • 2) Post audit - July '25 to July '26; want to ensure fidelity in all recent significant activity - Matt will have it in by EOD Monday.
  • Rudy:  A decision needs to be made on the approach to cash (mentioned in the emailed letter; #2).
    • Matt will pull notes and respond to the email if clarifying questions need to be answered today.
  • Audit is Matt's top priority is to get back on track and get it completed as soon as possible.  Goal:  All requests for Jackson and CMO will be updated on a rolling basis; no later than Oct 8.
  • Elisa asked Matt for clarification:  B/c this is CLA's first time with RSJ, there is a lot of prep work that contributed to the delay, and going forward this shouldn't be an issue.
    • Matt responded that the initial set up took more time
    • Ashley asked Matt to share the primary reason why we're in the position of the audit being late.
      • Matt reported the focus on getting everything in and competing priorities.  Pivoting was required around enrollment targets.
      • Ashley reported on insufficient backwards planning that caused the audit to be late.
  • Jeff reported for awareness, that the OMB has not released the final compliance supplement for 2026.  CLA has a plan to work around and not cause a further delay.
    • Matt met with authorizers during a regular meeting on 9/23 and shared this update and audit updates with them.
  • Annette asked:  Once all information is received by CLA, what is a good turn around time to provide us with an audit completion calendar/ timeline?
    • Jeff responded:  If all things are received by Monday, an estimated timeline should be able to be put together next week.
  • Ashley asked for insight from CLA on the role that the board should play in discussing outcomes of the audit.
