This is the time and place for the general public to address the Board of Directors on any matter within jurisdiction of the Board. Comments should be limited to three (3) minutes. Each month, Encore's ESG President routinely reports on the academic operations on campus to the Encore Board of Directors.  This is for information purposes only.
  
  B. Tutor.com - Request for Approval of use Vote Julia Dolf 5 m
   
The Princeton Review has created a website that allows students to get tutoring 24 hours per day, 7 days per week.  This presentation is to go over implementing this program as one of the recovery efforts for the gaps from the COVID-19 closure.  Encore is planning to use Elementary and Secondary School Emergency Relief (ESSER) Funds to pay for the tutoring support.  Administration is recommending the per hour program until determined whether or not there is wide use of the program.
  
  C. Data & Data Analysis Program Vote Denise Griffin 3 m
   
The Data & Data Analysis Program is in response to HUSD conditional renewal this plan has been created (IIC).  This plan works in conjunction with the adoption of the "verified data" assessments that were approved by the state of California in November 2020.  The purpose of this plan is to build student achievement based on a variety of methods of assessments.  Staff recommends approval of this item.

Encore High School has a staff elected liaison that makes themselves available to the staff for questions, comments, and concerns throughout the school year.  The liaison also meets each semester with the staff and reports monthly to the Encore Board of Directors.

Consistent with Encore Education Corporation’s (“EEC” or the “School”) legal duty to maintain a safe and healthy workplace and to limit the spread of COVID-19, the School has adopted the following COVID-19 employee vaccination policy (“Policy”). The purpose of this Policy is to protect the health, safety, and well-being of all School employees, students, families, and stakeholders to the maximum extent possible, and to facilitate a safe and meaningful return to in-person instruction. The School drafted this policy in compliance with all applicable federal and state laws, including guidance from the Equal Employment Opportunity Commission (“EEOC”), Centers for Disease Control and Prevention (“CDC”), the California Department of Public Health (“CDPH”), and local health authorities.

Encore Education Corporation (“EEC” or the “School”) recognizes testing for COVID-19 as a key measure necessary to allow students and staff to safely return to campus to any degree while COVID-19 continues to spread and pose a direct threat to the School and our community.

The Independent Study Program has been reviewed and revised under the direction of Encore's third party consultant.  This document serves as the legally compliant program document for Encore's Independent Study program moving into the next charter term.  It has been reviewed by Encore's third party consultant and by Encore's legal counsel, YMC.  Encore staff recommends approval of this program.

It is recommended that the board considers approving a number of agenda items as a finance consent list. These items are routine in nature and can be enacted in one motion without further discussion.   B. ESG Accounting Program Vote Carol Walker 5 m
   
Encore's Fiscal Controller suggests a new accounting program to track ESG Financial Transactions with the goal of improving internal controls.  
  
  C. Update on ESG Account June - November 2020 FYI Carol Walker 3 m
   
In November of 2020, Encore's School Board called for Encore to contract with a third party bookkeeper to reconcile the receipts to the bank account for the students services debit account for the period of June - November 2020.  The attached report is the report from Faith Maldonado, Enrolled Agent/Bookkeeper.  This is entered into public record as an information item.
  
VII. Adjourn to closed session 8:21 PM
 

Pursuant to Government code section 54957, the Board may adjourn to closed session at any time during the meeting to discuss staff/student personnel matters, negotiations, litigation, and/or acquisition of land or facilities. The board will adjourn to closed session in a private area for discussion and may take action on the following closed session items.
