C. Sampson called a meeting of the Finance and Facilities Committee of Rochester Academy Charter School to order on Wednesday May 13, 2026 at 9:02 AM.

Approve Minutes
M. Demirtas made a motion to approve the minutes from Finance and Facilities Committee Meeting on 04-22-26.
D. Ozcan seconded the motion.
The committee VOTED unanimously to approve the motion.

Parking Lot Project
Demir presented three options with pricing ranging from $66,200 to $110,000, recommending Alco Paving as the best choice for durability. The committee agreed to consult with the town of Gates about drainage and permit requirements before making a final decision.

The per pupil aid is not finalized due to the state budget not being approved yet.

Financials
Demir provided a financial update, noting that the school had spent 79% of its budget.

The group discussed the implementation of difference cards for health insurance copays, funded by the school through savings from switching plans. Mehmet explained that there would be a cap on the school's contribution, with the insurance company covering costs beyond the cap. Destiny raised concerns about potential overspending, particularly for frequent appointments like mental health visits, and Mehmet acknowledged her expertise and invited her to join upcoming meetings to provide additional guidance. The discussion touched on how the card system would work with specific medical codes to ensure proper usage for copays.
Mehmet provided background on being approached by companies which offered to negotiate better rates through a co-employment partnership. The proposed plan could save the school significant amount of funds while reducing employee deductions, though it would involve using a difference card system for copays. The team agreed to schedule a follow-up meeting for Friday at 11 to discuss the proposal further, with Mehmet offering to email additional details to Destiny for review.
