Chief Executive Officer School Report
CEO Hulet gave the 25-26 State of School Report. She covered academic highlights, athletics and transportation, staffing and operations, and financials. See attached report that CEO Hulet read out loud to the board.
-Member Elliott: Expressed appreciation to CEO Hulet and the administrative team. Highlighted the school’s investments in staff tuition/career advancement as a standout
-Member Farthing: In looking at the parent survey feedback from this past year, was there any feedback specifically that you took to heart or identified as something needing to be addressed differently for the upcoming school year? Was anything surprising?
-CEO Hulet noted feedback regarding how often and in what ways the school communicates with families, as well as accessibility and volunteer opportunities.
-CAO Barlow shared that because of the recent accreditation process and active stakeholder conversations, nothing in the survey came as a surprise. The leadership team actively stays on top of concerns proactively. The team will meet with teacher leaders to process the feedback and identify growth opportunities.
-Member Norland recognized that this was the first year completed under the restructured administrative team (principals, assistant principals). Commended the team for building strong working relationships and achieving strong results despite the learning curve and adjustments that come with new leadership structures.
-Secretary St Jean appreciated the diversity of parent perspectives. Commended the leadership team for handling the various challenges. Expressed special praise for Amplus Academy’s practice of identifying talent quickly and promoting teachers into administrative and leadership roles without forcing them to wait years for advancement opportunities.
President Singh: What is the National AP pass rate? CEO Hulet mentioned she would get back to President Singh with the pass rate.
President Singh: What is Amplus doing about the truancy? CAO Barlow said more family engagement.
IX. New Business (Discussion and possible action)
A.
To review, discuss and possibly approve the Amplus Board bylaws
The board discussed current Bylaws.
- Term Lengths & Limits: The board discussed moving away from 1-year terms to align with charter board best practices. Research presented favored 3-year terms capped at two consecutive terms (6 years total) to encourage fresh perspectives, though keeping a 9-year maximum for historical continuity was also considered. Staggered Terms: The board agreed on staggering seat terms so that one-third of the board rotates each year, ensuring continuous institutional knowledge and stable quorums.
- Governing Authority: Discussion emphasized updating the bylaws to explicitly reflect that the Charter Contract is the ultimate authorizing authority over the bylaws.
- Location Reference: The board agreed to update the bylaws to list a specific address rather than a general area.
- Spending & Travel: The board agreed to relocate rules on board spending and travel costs out of the core bylaws and into standard board policies.
- Attendance Compensation: Members recommended removing the suggested stipend for meeting attendance.
- Residency Requirements: The board addressed adding residency restrictions regarding the local community served by the board.
Key Determinations
- Bylaws Revisions: Incorporate 3-year staggered terms, the specific physical address, explicit reference to statutory section 388a 4.3b, residency requirements, and language acknowledging the Charter Contract as the ultimate authority.
- Policy Updates: Draft standalone board policies covering travel expenses and spending guidelines, while possibly taking out attendance stipends with votes each meeting.
- Legal Review: Submit the draft bylaws and separate policy updates to legal counsel to ensure compliance before formal board adoption.
No voting required due to open items that need to be reviewed by legal council.
B.
To review, discuss and possibly approve the Restorative Discipline Plan
The board discussed updating and formally approving the Restorative Discipline Policy to ensure full alignment with Nevada Revised Statutes (NRS) requirements and recent feedback/guidance provided by the State Public Charter School Authority
C.
To review, discuss and possibly approve the Student Search Plan
The board reviewed the Student Search Policy to establish clear, standardized board-level guidelines for student searches. The goal was to proactively support campus safety and transition informal or existing administrative practices into a formal board policy.
D.
To review, discuss and possibly approve the Monthly Recurring Payments for SY26-27
The board reviewed recurring payment authorizations for FY 2026–2027. This approval was brought forward per recommendations from past auditors to maintain financial transparency and streamline ongoing payments for established vendor contracts.
**Moved off consent agenda to further discuss**
Tabled for further legal review and discussion; no vote was taken.
Discrepancies were noted regarding Nevada charter school statutes, board voting procedures, board vacancy processes, terminology (e.g., district/trustee vs. charter terms), volunteer benefits (removing erroneous medical/dental benefits), and policy adoption procedures (Policy 1015)
