Background
On February 10th 2026, the Los Angeles Unified School District Board of Education denied the renewal petition for TEACH Preparatory Elementary School. Under California Education Code, a charter school whose renewal has been denied by its authorizing district may appeal that decision to the Los Angeles County Board of Education within thirty (30) calendar days of the denial.

TEACH Preparatory Elementary School is currently classified by the State of California as a Middle-Performing charter school. During the renewal cycle, the school demonstrated documented academic improvement, and its performance classification changed following the State’s release of updated accountability data. District staff subsequently issued a recommendation for nonrenewal.

An appeal to the County Board triggers a de novo review, meaning the County Board independently evaluates the petition and the applicable statutory criteria without deference to the district’s determination.

 

Purpose of Action
The purpose of this item is for the Governing Board of TEACH Inc. to formally authorize the submission of an appeal of the district’s renewal denial to the Los Angeles County Board of Education, as required by statute and County Office procedures.

Approval of this item authorizes management to submit the charter renewal petition as denied by the district, along with all required supporting documentation, and to execute the certifications and forms necessary to complete the appeal process.

 

Board Considerations
In considering this action, the Board should note that approval of the appeal does not predetermine the outcome of the County Board’s review. Rather, it preserves the school’s statutory right to an independent evaluation of the renewal petition under the applicable legal standards.

Failure to authorize the appeal within the statutory timeline would result in the district denial becoming final, with no further administrative remedy available.

 

Recommended Action
Approve the submission of an appeal of the Los Angeles Unified School District’s denial of the charter renewal for TEACH Preparatory Elementary School to the Los Angeles County Board of Education, and authorize the Executive Director, or designee, to execute and submit all required documents and certifications necessary to complete the appeal.
