Board Reports
- Stephanie Horn: Noted the start of the new school year and expressed appreciation for the time spent at the Board retreat setting goals. Shared that she will serve as the Board liaison for Sunnyside Elementary and will share the Pullman High School liaison role with Board Director Carter.
- Deena Bayoumi: Shared information about Spartan Start-Up on August 18 from 9:00 a.m.–5:00 p.m. on a drop-in schedule. A free health clinic, including sports physicals and additional information, will be available August 19 from 8:00 a.m.–12:00 p.m. Noted the upcoming WSSDA General Assembly meeting, and is planning to participate via Zoom. Any proposals or amendments must be considered and submitted by the Board as a whole, with discussion taking place collectively. Shared that the DEIB Task Force will meet in September.
- Craig Nelson: Shared that Pullman FCCLA students represented the district at the national competition in Washington, D.C., in July and recognized the students and their advisor for the awards they received. Expressed concern that there has not yet been an update regarding hiring to fill the FCCLA advisor position following the passing of Melissa Mayer, emphasizing the importance of leadership in these positions. Also raised concern that PHS will not be offering Physics this year, requiring students to explore alternative options, and expressed a desire for positive updates regarding these concerns.
- Lisa Waananen Jones: Thanked everyone involved with the summer meal program and shared information about an upcoming work party at Jefferson Elementary School for the outdoor learning lab. Also expressed appreciation for the work and dedication of staff throughout the summer.
- Arron Carter: Shared that the Board had the opportunity to review its self-assessment during the week, which will help guide the Board’s work and priorities for the upcoming school year. Noted that PHS will hold Greyhound Gear Up on Monday, August 17. Also shared that Kiwanis invited the Board to the Stuff the Bus kickoff luncheon.
B.
Superintendent's Report
PSD staff, along with Board Director Bayoumi, are attending the PLC conference in Spokane. Expressed appreciation for staff who worked throughout the summer and shared that the district has reached out to school districts impacted by wildfires to offer support. Noted that Stuff the Bus is taking place this week and reminded families in need of school supplies that they can reach out to any school main office for assistance.
At Pullman High School, the district is working through staffing challenges related to overstaffing from the previous school year. The district is working closely with building administration to determine necessary adjustments while minimizing the impact on students. The timing presents additional challenges, and the district has elected to fill positions from within at this point in the year. The Superintendent acknowledged that there are many factors involved and shared that staff are working hard to address the staffing challenges and find solutions.

This item was presented at the last meeting and no questions have been received since it was last presented. Reviewed the assessments required by the state along with the district. Noted there was a typo for the WA-AIM assessment that has been corrected on the website.

Annual Organizational Meeting

This item was discussed at the school board retreat, and the last board meeting. No changes have been made since it was last presented. Board Director Bayoumi noted there is an opening on the WSSDA Nominating Committee for any one interested in that position.
VI. Discussion Items
A.
2161 Special Education and Related Services for Eligible Students
Presenter: Dom Ventresco, Assistant Director of Special Services
Policy 2161, Special Education and Related Services for Eligible Students, was revised by WSSDA to remove language duplicative of Board Procedure 2410 and incorporate procedural changes resulting from recent legislation. The revised evaluation timeline is five school days. The district is prepared to implement the changes, does not use restraint devices, and has already begun work to meet the new evaluation timeline.

3122 Excused and Unexcused Absences
Presenter: Bob Maxwell, Superintendent
Policy 3122, Excused and Unexcused Absences, was revised by WSSDA to improve clarity, organization, and consistency while maintaining compliance with state attendance requirements. The revisions clarify in-person and online attendance requirements and better distinguish the policy from its accompanying procedure. No changes to how the district assesses attendance data are required; however, the transition to Qmlativ should allow for more accurate coding and analysis of excused and unexcused absences.

2410 High School Graduation Requirements
Presenter: Ryan Mulvey, Assistant Superintendent
Policy 2410, High School Graduation Requirements, was revised by WSSDA to align with recent legislative changes related to High School and Beyond Plans, special education transition planning, Running Start, and financial aid applications. The revisions include integrating HSBPs with IEP transition planning, temporarily reducing the Running Start funding maximum from 1.4 to 1.3 FTE for 2026–27 and 2027–28, and adding FAFSA/WASFA completion data to the statewide HSBP platform. It was clarified that current legislative discussions regarding graduation requirements are not reflected in these revisions and that additional changes may come later. The Running Start change affects the amount of coursework funded by the district; students may still take additional Running Start courses beyond the funded amount if the family covers the cost.

2026-2027 State and Federal Grants Approval
Presenter: Ryan Mulvey, Assistant Superintendent
The district applies annually for multiple state and federal grants, with a complete list provided in the grant matrix. Board approval is requested for the grants, except for the state Highly Capable grant, which requires separate action. Proposed activities are included to clarify how the grant funds may be used. The TBIP grant remains the most challenging due to insufficient funding to fully support the program. The district plans to continue providing TBIP services using available funds while continuing to advocate for additional state and federal funding.

Board Policy – Social Media Use for Board Directors
Presenter: Board of Directors
There has been interest among the Board and community members to review, update, and strengthen our policy about social media use for board directors. The Board recently met in a work session to discuss potential updates to the policy and considerations for Board member social media use. Discussion focused on how to incorporate social media expectations into existing policies, make the information easy to locate, and potentially establish a process for Board members similar to the process staff follow when operating district social media accounts. Board Director Bayoumi is finalizing a draft that incorporates the proposed changes into the existing communications policy, along with key points provided by Assistant Superintendent Mulvey. The draft will be forwarded to the Policy Committee and brought back to the Board as a discussion item.
