Lisa Waananen Jones made a motion to approve the agenda.
Stephanie Horn seconded the motion.

II. Reports, Correspondence & Program

A.

Board Reports

  • Stephanie Horn: Acknowledged the passing of Melissa Mayer, PHS teacher, and reflected on her impact on the school community. Expressed condolences to her family and all those affected by her passing.
  • Deena Bayoumi: Shared information from OSPI regarding a new school lunch program that provides salad bars at no cost to participating schools and noted the opportunity for the District to participate. 
  • Lisa Waananen Jones: Shared that the Board attended its annual school board retreat, with a focus on goals for the 2026-27 school year and reflection on student achievement. Noted an upcoming Outdoor Learning Lab work party at Jefferson Elementary that is open to the community. 
  • Arron Carter: Reported on the annual School Board retreat, which provided an opportunity to reflect on the past school year, discuss and refresh areas of the strategic plan as needed, and make progress on reviewing various Board policies.

Superintendent's Report

On behalf of Superintendent Maxwell, Assistant Superintendent Ryan Mulvey presented the Superintendent's Report.

 

Assistant Superintendent Ryan Mulvey acknowledged the passing of Melissa Mayer, Pullman High School Business/Marketing Education teacher, and recognized her lasting impact on students, families, staff, and the greater Pullman community. Introduced Dani Lynas as the District’s new Finance Director.

Program Reports

Community Engagement Board and Attendance

Presenter: Ryan Mulvey, Assistant Superintendent

 

Assistant Superintendent Ryan Mulvey presented a report on the Community Engagement Board (CEB) and student attendance, including Washington’s attendance requirements, the impact of chronic absenteeism on student outcomes, and District attendance data. Assistant Superintendent Mulvey described the CEB’s role in partnering with students, families, and community organizations to identify and address attendance barriers through early intervention and coordinated supports. It was also shared that only a small percentage of students reach the CEB stage, with approximately 6-7 middle school students participating last year and two high school students attending scheduled meetings. He also noted that the stay petition process has provided schools with additional opportunities to intervene and support students on a case-by-case basis.

2026-2027 ASB Clubs and Fundraisers

Presenter: Juston Pollestad, Executive Director of Operations

 

The Board reviewed the anticipated student clubs, activities, and associated fundraising efforts for the 2026–2027 school year. It was noted that CTE clubs are funded separately and are not included on the current list. Changes to the list, including additional clubs, would be brought to the Board for approval.

Deena Bayoumi made a motion to approve the anticipated clubs and fundraisers as presented for the fiscal year 2026-2027.
Stephanie Horn seconded the motion.
The board VOTED unanimously to approve the motion.

VI. Discussion Items

A.

2026-2027 School Meal Prices

Presenter: Juston Pollestad, Executive Director of Operations


Director Pollestad presented a meal price schedule for the 2026-2027 school year. The amount of required price increases is determined by The Paid Lunch Equity (PLE) tool. PLE is used to determine the weighted average paid lunch price. This tool determines the new paid lunch price. 

 

For the 2026-2027 school year this difference or “paid lunch equity” with a 10 cents cap is $3.71.
 

The recommended adjustments to school meal prices are as follows:

  • Elementary Lunch: $3.40 ($0.10 increase from 2025-26 school year)
  • Middle School Lunch: $3.65 ($0.10 increase from 2025-26 school year)
  • High School Lunch: $3.90 ($0.10 increase from 2025-26 school year)
  • Adult Lunch: $5.20 (no change from 2025-26 school year)
  • Breakfast, Elem: $2.05 ($0.05 increase from 2025-26 school year)
  • Breakfast, LMS: $2.30 ($0.05 increase from 2025-26 school year)
  • Breakfast, PHS: $2.50 ($0.05 increase from 2025-26 school year)
  • Breakfast, Adult: $3.20 (no change from 2025-26 school year)

Special considerations:

  • Jefferson Elementary and Kamiak Elementary schools are not included in these calculations because these schools participate in the Community Eligibility Provision (CEP) are not required to be included in the Paid Lunch Equity tool.
  • Franklin Elementary for school year 2026-2027 meets the House Bill 1238 eligibility for free meals for all students. 

 

No change to adult meals becuase they were increased by $0.20 the year prior.

2026-2027 Assessment Plan

Presenter: Ryan Mulvey, Assistant Superintendent

 

Per Policy 2090, an annual review of the assessment processes and procedures is required to determine if the purposes of the evaluation program are being accomplished. Every year the district shall utilize a variety of assessment processes to regularly assess the achievement levels of all students. These assessments shall include state-mandated standardized tests, district tests and surveys, and a variety of teacher-designed tools. The assessment plan was provided for the 2026- 2027 school year. Testing dates within the windows are set by the administrative team for their buildings.

Board Policy 6100 Revenues from Local, State & Federal Sources

The Board discussed revisions to Policy 6100 that were recommended by WSSDA, including minor formatting and language updates and the addition of language to address Native American grant requirements.

D.

Resolution 25-26:08 Cancellation of Outstanding Warrants

Presenter: Dani Lynas, Finance Director

 

The Washington State Department of Revenue requires the district to send unclaimed property in the form of warrants issued from accounts payable and payroll that have been outstanding for at least one year. An effort has been made to contact the recipients of the unclaimed property warrants. Per RCW 39.56.040, the district is required to send the balance of unclaimed property to the Washington State Department of Revenue, where the payees will be able to recover their property.

Craig Nelson made a motion to move Resolution 25-26:08 Cancellation of Outstanding Warrants to an action item.
Deena Bayoumi seconded the motion.

Annual Organizational Meeting

Presenter: Arron Carter, Board President

 

Committees of the board may be created by a majority of the board. The board president appoints board members to serve on such committees, the purpose and terms of which were determined by a majority vote of the board. Board committees were limited to two members. The committee assignments were discussed during the Annual Board Retreat.

Board Policy Discussion – Social Media Use for Board Directors

Presenter: Arron Carter, Board President

 

There has been interest among Board and community members to review, update, and strengthen our policy about social media use. Identifying the proper use of social media as Board members, and the ethics associated with its use will be essential given the current place social media has in our society. 

 

The Board discussed implementing a social media policy for board directors to provide clearer guidance and ethical expectations for Board members while maintaining appropriate opportunities for public communication. Directors discussed current policy limitations, model policies, and draft language, including concerns about free speech, evolving technology, and the need for consistency with the District’s broader communication plan. The Board agreed to continue the discussion at the August 3 work session, beginning with WSSDA Policy 1815 and a draft prepared by Board Director Bayoumi, with potential follow-up through the policy committee.
