Board Reports

  • Deena Bayoumi: Attended 5th grade graduation at Kamiak. 
  • Craig Nelson: Last day of school events went well and attended staff BBQ where retirees were recognized. 
  • Lisa Waananen Jones: Summer meals launched this week at three sites. Open to all kids up to age 18. 
  • Arron Carter: Thanked students, staff, and administrators for another successful school year. Building principals presented end-of-year progress updates on their School Improvement Plans. The Board also acknowledged letters of appreciation from fifth-grade students for Outdoor School and recognized a thank-you from the Garfield-Palouse track team expressing gratitude to Lincoln Middle School for allowing the team to use its track facilities.

Superintendent's Report

Superintendent Maxwell provided an update on the district's summer meal program, shared appreciation received from fifth-grade students following Outdoor Education at Camp Wooten, and recognized the Garfield-Palouse track team's message of thanks, highlighting the value of partnerships with neighboring school districts.

Program Reports

Report: Lincoln Middle School and Pullman High School Athletics and Activities - Title IX 

Presenter: Evan Hecker, Athletics and Activities Director

 

Athletics and Activities Director Evan Hecker presented the OSPI-required Title IX Athletic Interest Survey results for Lincoln Middle School and Pullman High School. The survey assessed student interest in athletics, barriers to participation, and equitable access to athletic opportunities. Survey results will help inform future athletic planning, evaluate participation trends, and support ongoing Title IX compliance efforts.

 

The Board discussed opportunities to administer the survey more frequently, expand intramural offerings, better understand first-time participation and participation trends by sport, and continue reducing financial barriers through community partnerships, grants, and equipment assistance. The Board also discussed the role of levy funding in supporting athletics and activities and emphasized the importance of maintaining equitable access while balancing program feasibility.

Report: Professional Learning Communities Summary

Presenter: Ryan Mulvey, Assistant Superintendent

 

Assistant Superintendent Ryan Mulvey provided an update on the district's Professional Learning Communities (PLC) work, highlighting the Guiding Coalition's efforts to strengthen collaborative practices focused on analyzing student learning data, identifying intervention and extension needs, and improving student outcomes. The report also outlined the role of PLC Team Leaders in supporting collaboration and shared that 40 staff members, along with Board Directors Bayoumi and Horn, will attend the upcoming PLC Institute in Spokane.

 

The Board discussed the development of digital tools to support PLC documentation and data analysis, including expanded use of LinkIt to streamline common formative assessment data, improve long-term data tracking, and increase efficiency for teachers. The discussion also emphasized the importance of creating user-friendly systems and providing ongoing staff training.

Report: Wellness and Workforce Mental Health Committee

Presenter: Juston Pollestad, Executive Director of Operations

 

Executive Director Juston Pollestad provided an update on the Wellness and Workforce Mental Health Committee, highlighting efforts to support student and staff wellness through physical health, mental and social-emotional wellness, nutrition, physical activity, and safe and supportive environments. The Board also received an update on the use of solar project funds to support student needs, with additional funds anticipated and discussion focused on improving communication and awareness of available resources.

 

The committee’s ongoing priorities include staff wellness, student mental health, technology and sleep education, health curriculum topics, expanding committee participation, completing the tri-annual wellness assessment process, and providing additional staff wellness training.

A Community of Belonging - Update

Superintendent Maxwell noted that the regional equity summit took place and emphasized the value of continued opportunities for regional collaboration. Dr. Maxwell shared that he provided feedback to ESD 101 that earlier communication about future events would help increase participation and allow more district representatives to attend.

Consent Agenda Approval

Craig Nelson made a motion to approve the consent agenda (Items A-H).
Deena Bayoumi seconded the motion.
The board VOTED unanimously to approve the motion.

V. Public Hearing: 2026-2027 Budget

A.

Regular Board Meeting Convened into a Public Hearing at 7:38pm.

Board President Carter convened the regular meeting into a public hearing regarding the 2026-2027 Budget for the purpose of receiving public comment and noted that no action would be taken.

Board President Carter closed the public hearing and reconvened the regular board meeting at 7:40pm.

VI. Action Items

A.

2026-2027 Fixing and Adopting the Budget, Four-Year Budget Summary and Four-Year Enrollment Projection

Presenter: Diane Hodge, Finance Director

 

Director Hodge has not received any questions since the budget was last presented. Recommending approval of Resolution 26-27:01 adopting the 2026-2027 budget.

 

The Board shared appreciation for Director Hodge's work for the district as this will be her last board meeting.

Lisa Waananen Jones made a motion to approve Resolution 26-27:01 adopting the 2026-2027 fiscal year budget, including all district funds, the four-year budget summary, and the four-year enrollment projection, as presented.
Craig Nelson seconded the motion.
The board VOTED unanimously to approve the motion.

VII. Discussion Items

A.

Resolution 25-26:07 Treasurer Office Signing Authority

Presenter: Diane Hodge, Finance Director

 

Director Hodge presented the Treasurer's Office signing authority requirements for the incoming Finance Director, Dani Lynas. The Whitman County Treasurer’s Office requires school districts to designate Finance Office staff authorized to perform routine fiscal functions as part of normal Finance Office operations. These designations do not extend beyond established district procedures, and the Superintendent will remain the authorized signatory for all payroll and accounts payable warrants. Director Hodge noted that moving the item to an action item would allow the authorization to be completed prior to Ms. Lynas assuming the Finance Director role on July 1, 2026.

Craig Nelson made a motion to move Resolution 25-26:07 Treasurer Office Signing Authority to an action item.
Deena Bayoumi seconded the motion.

Board Director Nelson noted that with her starting July 1, it would be prudent to have this in place in preparation for that transition. 

The board VOTED unanimously to approve the motion.

The Board moved the Treasurer Office signing authority item from the Discussion section to Action Items for consideration following the conclusion of the Discussion Items.

2026-2027 ASB Clubs and Fundraisers

Presenter: Juston Pollestad, Executive Director of Operations

 

Executive Director of Operations Juston Pollestad presented the proposed 2026–27 ASB clubs and fundraisers for Board review and approval. The list reflects anticipated student clubs, activities, and associated fundraising efforts for the upcoming school year. The Board discussed that any new clubs or fundraising activities that arise during the year would be brought forward separately for approval and noted that the proposed activities have been reviewed and align with previous practices.

Resolution 25-26:07 Treasurer Office Signing Authority

This item was moved from the Discussion Items section to Action Items for consideration by the Board.

 

The Board considered approval of Treasurer Office signing authority designations for incoming Finance Director Dani Lynas. The Whitman County Treasurer’s Office requires school districts to designate Finance Office staff authorized to perform routine fiscal functions as part of normal Finance Office operations. The Superintendent will remain the authorized signatory for all payroll and accounts payable warrants.

Deena Bayoumi made a motion to approve and identify by Resolution 25-26:07 those individuals authorized to sign financial documents; specifically Robert Maxwell, Danielle Lynas, Lisa Spence, Berenisse Bencomo, and Zena El Chabib.
Craig Nelson seconded the motion.
The board VOTED unanimously to approve the motion.

Board President Carter announced there will be an Executive Session to Evaluate the Performance of Public Employee that will end at 8:35pm. No action will be taken.
