II. Regular Agenda - Academics

A. Information Item: Common Formative Assessment (CFA #4) Student Performance Results and Summer Program Implementation Update

Chief Academic Officer Megan Palomo provided an academic update, focusing on common Formative Assessment (CFA #4) Student Performance Results and Summer Program Implementation Update.

B. Action Item: Approval of mCLASS with DIBELS Edition 8 and mCLASS Lectura as the Risk of Reading Difficulties Screening Tool for WCPA Delano and Lost Hills

E. Unruh made a motion to approve the mCLASS with DIBELS Edition 8 and mCLASS Lectura as the Risk of Reading Difficulties Screening Tool for WCPA Delano and Lost Hills.

M. Canales seconded the motion.

Wonderful College Prep Academy (WCPA) plans to adopt mCLASS with DIBELS 8th Edition and mCLASS Lectura as its official screening tools for identifying students at risk of reading difficulties, including dyslexia. Beginning in the 2025–26 school year, these tools will be used for students in kindergarten through 2nd grade at both the Delano and Lost Hills campuses, in alignment with California Education Code Section 53008.

B. Perlado made a motion to approve the Vendor Invoices for Technology Infrastructure Upgrades and Equipment Purchases for WCPA.

E. Zamora seconded the motion.

The Wonderful College Prep Academy Executive Team seeks approval for vendor invoices totaling $551,035.19 to support technology infrastructure upgrades and equipment purchases. This includes laptops, Chromebooks, and presentation displays from Dell, SHI, and Serban Sound & Communication to enhance instructional technology across WCPA campuses.

Wonderful College Prep Academy (“WCPA”) seeks approval of vendor invoices totaling $386,208.83 for equipment and infrastructure upgrades funded by remaining KIT Grant funds, which must be spent by June 30, 2025, including: ServeSmart K-12 Products ($95,286.25), Madland Toyota-Lift, Inc. ($98,921.02), J&E Restaurant Supplies ($33,194.90), Webstaurantstore.com ($33,884.66), Mid-State Containers ($31,526.00), Luna Electric, Inc. ($8,400.00), and San Joaquin Fence Co. ($85,995.00).

Wonderful College Prep Academy seeks approval of an updated Declaration of Need for Fully Qualified Educators, required annually by the California Commission on Teacher Credentialing. This update reflects the number of single subject limited assignment permits needed due to continued teacher shortages and supports WCPA’s use of University Intern Credential Programs as hiring efforts continue through June.

Wonderful College Prep Academy seeks approval to submit the Annual Statement of Need for 30-Day Substitutes and Designated Subjects CTE 30-Day Substitute Permits to the California Commission on Teacher Credentialing. This form is required to employ substitutes when no fully credentialed or qualified individuals are available.

E. Zamora made a motion to approve the Memorandum of Understanding between the Kern County Office Of Education and Wonderful College Prep Academy regarding Wonderful College Prep Academy – Lost Hills.

B. Perlado seconded the motion.

Wonderful College Prep Academy seeks approval of a new MOU with the Kern County Office of Education for the Lost Hills campus, effective July 1, 2025 through June 30, 2030. This updated MOU aligns with the Delano campus agreement and includes a key revision lowering the enrollment fluctuation threshold for requiring a material charter revision from 25% to 20%.
