A.
Independent Third-Party Building Commissioning Services for the Nellis Campus Expansion Project (For Possible Action)
Approval is requested to contract with a commissioning agent to provide independent review, testing, and verification of the building’s systems as part of the project. The commissioning agent will confirm that applicable systems are installed and operating in accordance with the project plans, specifications, manufacturer requirements, and applicable codes and standards.
The commissioning process will also help identify deficiencies prior to project completion, verify that required corrections are made, and support the successful turnover and operation of the facility.
Our general contractor and architect recommended UNVC as their preferred choice among the three prospective choices. UNVC offers standard services (where they test mechanical and electrical items to code - 20% verification) and premium services (where they test those items to 100% verification). Given that there is no code compliance authority for this project, it was recommended that we choose the premium services. It will ensure items are 100% installed per plans and per code.
B.
Upgraded Power Transformer for the Nellis Campus Expansion Project (For Possible Action)
In Spring 2026, further review by Nellis Air Force Base’s lead electrical engineer identified modifications needed to bring portions of the existing electrical installation into compliance with Base standards. These modifications affect the existing onsite transformer as well as the installation of the new second transformer.
Nellis Air Force Base requires the electrical conduits to be encased, grounding counterpoise to be installed at the existing transformer, and the medium-voltage installation from the Base utility pole through both transformers to meet Base standards before the system can be reenergized.
This change order addresses the additional work required to meet Nellis Air Force Base’s power, transformer, and electrical installation requirements.

Charter Schools Association of Nevada (CSAN) Membership Payment (For Possible Action)
Dr. Ercan explained that while this item falls within his individual approval limit, he chose to bring it before the full board for formal approval to avoid any conflict of interest due to his role as CSAN’s Board President. Ms. Selena Torres-Fossett introduced herself as CSAN’s new Executive Director and provided an update on the organization's expanded advocacy efforts, which are currently focused on nine key priorities grouped into three main pillars: funding, facilities, and flexibility. She highlighted strong recent legislative outcomes and expressed confidence that continued investment from charter schools, such as Coral Academy, will yield a positive impact on the organization and advance shared goals, including increased state investment in charter schools.
Ms. Diggins noted that the board is already familiar with this recurring annual membership fee. Ms. Diggins asked if there is a process by which the board will be updated on major initiatives or outcomes, especially since it is legislative season. Ms. Selena Torres-Fossett explained that the board can be added to their monthly newsletters; they can also be added to the legislative advocacy updates, and the board can also participate in the legislative sessions to testify and speak to the benefits of a charter school. Ms. Torres will also send an invitation to the board to CSAN's conference on January 9, 2027. The conference will focus heavily on legislative advocacy, priorities as an organization, what those priorities look like, and how board members can participate and be engaged.

Executive Director's Credit Card Statements (For Possible Action)
The Board committee reviewed the Executive Director’s monthly credit card statements for the past year to ensure transparency, accuracy, and compliance with school policies.
Dr. Ercan initially indicated that one of the uploaded review statements was not his and had been added by mistake for November 2025. Following the motion, he located the correct credit card statement, identified two relevant charges for the board, and updated the supporting documents accordingly. The board agreed that these were minimal charges and approved them.

Review of CASLV Investment Report (Information)
Mr. Nick presented the Coral Academy of Science Las Vegas investment report, which included an overview of current holdings, performance, and compliance with Board-approved investment policies.
