PUBLIC COMMENTS OF PERSONS DESIRING TO ADDRESS THE BOARD


At this time, members of the public may address the Board on any issue within the subject matter jurisdiction of the Board that is not listed on this agenda. Members of the public may also address the Board on an agenda item before or during the Board's consideration of the item. Submitted comments may be read into the record to the extent practicable based on factors such as the length of the agenda and available time. Comments received within the window of the board meeting, whether read or not, will be shared with the board and noted in the minutes.
Individual commenters are limited to a single comment per agenda item.
Public comments will be accepted prior to, and during the board meeting, subject to limitations discussed here.
Comments may be read in the order received and will be accepted until each agenda item is heard, acted upon, or the Board President has completed the call for public comment on that agenda item.
Comments submitted during the board meeting but after the agenda item has been called for a vote or has already been completed will not be read publicly but may be entered into the record.
Comments should be 400 words or less and readable within the time allocated for each comment. These presentations are limited to no more than 15 minutes total and 3 minutes per person. A full comment may not be read if the length of time to read it exceeds the designated limit. No action can be taken on an item not on the agenda at this time but may be referred to the administration or put on a future agenda.

Non-agenda items: No individual presentation shall be more than 3 minutes, and the total time for this purpose shall not exceed 15 minutes.  Ordinarily, Board members will not respond to presentations, and no action can be taken. However, the Board may give direction to staff following a presentation.

II. Annual Board Retreat
 

As part of its Annual Meeting, the Board convenes in a retreat setting to reflect on the past year, review its effectiveness, and set direction and goals for the 2026-2027 school year. All retreat discussions are held in open session and conducted in accordance with the Ralph M. Brown Act.

  A. Welcome and Context FYI Kim Wisckol
   

The Board Chair welcomes members and sets the context for the retreat, framing the purpose of the day, reflecting on the past year, and outlining what the Board aims to accomplish together — strengthening its governance, reviewing the organization's current state, and setting priorities for the 2026-2027 school year.

  B. Summary of Academic Results and Next Steps FYI Ellyn Magaña
   

Staff presents a summary of Voices' academic results for the 2025-2026 school year, including state assessment outcomes (CAASPP English Language Arts and Mathematics), student growth, English Learner progress (ELPAC), and key trends across the five campuses. Staff will also outline the proposed next steps and instructional priorities for the 2026-2027 school year in response to these results. The summary and next steps are presented to inform the Board's goal-setting and priorities for the coming year.

  C. Charter Impact — Financial Services Onboarding and Reporting Overview FYI Jaime Mata
   

Charter Impact, Voices' financial services provider, presents an informational overview to the Board. The presentation introduces Nick Miller, Director of Client Finance, and covers what to expect in ongoing financial reporting and debt covenant reporting. Dr. Jaime Mata will also provide an update on the status of the Charter Impact onboarding. No Board action is required.

  D. Andrade and Morgan Hill Facilities Refinance — Update FYI Jaime Mata
   

Dr. Jaime Mata, together with Jason Nowlin and Josh Devon of Afton Partners, provides the Board with an update on the refinancing of the Andrade and Morgan Hill facilities. The update covers the transaction's current status and next steps. Presented for information.

  F. Board Focus and Goals for 2026-2027 Discuss Kim Wisckol
   

Building on the Board's self-assessment, the review of the organization's current state, and the summary of academic results, the Board discusses and defines its focus areas, priorities, and goals for the 2026-2027 school year. The discussion covers governance priorities, the alignment of Board goals with the organization's strategic direction and charter commitments, and how progress will be measured throughout the year.

As part of its annual organizational business, and consistent with the Bylaws and Board Policy BG-03 (Annual Organizational Meeting Policy), the Board elects its officers for the 2026-2027 term: Chair, Vice-Chair, Secretary, and Treasurer.

As part of its annual organizational business, the Board establishes its advisory committees and working groups for the 2026-2027 year and appoints members to each: Finance, Audit, CEO Evaluation Advisory, and any identified working group.

The Board considers a resolution to readopt its Code of Ethics (Board Policy BG-01), reaffirming the standards of ethical conduct expected of Board members.

   
  L. Board Ethics Training (AB 1234) — Compliance Schedule and Certification Discuss Kim Wisckol
   

The Board reviews its ethics training obligations under AB 1234 (Government Code sections 53234–53235), which requires Board members to complete ethics training and to retain certificates of completion. The Board will establish the schedule by which members must complete the training and submit their certificates of completion to the Board Secretary for the record.

Ratifications.

 

  1. Ratification of Vendor Agreement — InPlay Expanded Learning Registration, Attendance & Reporting Platform.
    1. Ratify a software-as-a-service agreement with InPlay to manage registration, attendance, and compliance reporting for Voices' expanded learning programs across all campuses. (Revised at June 24, 2026 Board Meeting)
  2. Ratification of Vendor Agreement — Amergis Healthcare Staffing (2026-2027 SELPA Nonpublic Agency Master Contract)
    1. Ratify the 2026-2027 Nonpublic, Nonsectarian School/Agency Master Contract with Amergis Healthcare Staffing, Inc. for special education staffing and related services across Voices schools, entered into under the SELPA. Services are authorized on an as-needed basis for individual students through Individual Service Agreements (ISAs), and are billed at the hourly rates set forth in the contract's rate schedule (Exhibit A). The contract term is July 1, 2026 through June 30, 2027. Staff recommends ratification.
  3. 2026-2027 Voices Family Handbook Update
    1. The Board considers approval of the 2026-2027 Voices Family Handbook, reviewed by legal counsel (Young, Minney & Corr). The handbook sets forth the policies, procedures, and expectations for students and families across all Voices campuses for the 2026-2027 school year, including the instructional program, student conduct and dress code, attendance, student health and safety, and complaint resolution procedures. Staff recommends approval.

The Board considers approval of an amendment to the 2026-2027 Employee Handbook, previously adopted on June 24, 2026, updating a date in the blackout/paid-time-off calendar for the 2026-2027 school year.

The Board will meet in closed session pursuant to Government Code section 54957.6 (Conference with Labor Negotiators) to review its position and instruct its designated representatives regarding the compensation of an unrepresented employee.
