The Board met in executive session at 5:40 p.m. pursuant to ORS 192.660 (2)(a), (d), and (h) to consider the employment of a public officer, employee, staff member or individual agent, to conduct deliberations with persons designated by the governing body to carry on labor negotiations, and to consult with legal counsel regarding the legal rights and duties of the public body with regard to current litigation or litigation likely to be filed.

 

Representatives of the news media and designated staff shall be allowed to attend the executive session. All other members of the audience are asked to leave the room.


Representatives of the news media are specifically directed not to report on or otherwise disclose any of the deliberations or anything said about these subjects during the executive session. The information discussed is confidential.


Pursuant to ORS 192.660(4), representatives of the news media may attend this executive session; however, the Board may require that information discussed in executive session remain confidential and no final action will be taken.

 

The open meeting began at 6:39 p.m., immediately following the executive session.

VIII. AGENDA ITEMS FOR INFORMATION

A.

Superintendent Report

Superintendent Patrick Lee presented his final Superintendent's Report, reflecting on his tenure with the Rogue River School District. He highlighted the positive relationships maintained throughout the district, improvements to school safety, the condition and maintenance of district facilities and grounds, and the collective accomplishments of district leadership and the Board of Directors in advancing the district.

 

Members of the Board expressed their appreciation to Superintendent Lee for his years of dedicated service and contributions to the Rogue River School District.

B.

RRJSHS School Report

Principal T. Kirkpatrick presented the RRJSHS School Report, highlighting activities from the final week of the school year, including sixth-grade orientation and the sixth-grade open house, as well as the successful eighth-grade promotion ceremony.

 

She reported on the school's continued focus on graduation readiness and shared preliminary graduation data. Of the cohort of 53 students, 49 had graduated at the time of the meeting, with one additional student expected to complete graduation requirements the following week. Upon completion, the projected graduation rate would be approximately 94 percent. She recognized the dedicated efforts of the RRJSHS staff in supporting student success and noted that planning is already underway to provide continued support for the incoming senior class.

RRES School Report

Principal A. James presented the RRES School Report, reviewing staffing changes experienced during the school year and adjustments to the state testing schedule. She expressed appreciation for the dedication of the school's staff and students throughout the year.

 

She provided an overview of student achievement data, including IXL growth in mathematics and English language arts, noting continued student progress. She also reviewed preliminary science achievement data and comparative achievement results in English language arts and mathematics, highlighting continued improvement in student performance.

 

Principal A. James concluded her report by sharing highlights from the school's Bubble Run fundraiser, which raised more than $10,000 to support the school. She shared a photograph commemorating the event, during which she and Assistant Principal A. Caschera were slimed as part of the fundraiser celebration.

SVA School Report

Principal J. Parks was unable to attend the meeting due to a conference. No report was presented.

E.

Special Programs Report

Director of Special Programs M. Cleveland presented the Special Programs Report to the Board.

 

As required by OAR 581-022-2320(2)(b), she provided the District's annual Abbreviated School Day Report, including the number of students exempted from the state's instructional time requirements and the required demographic information. She reported that, during the 2025–2026 school year, six students in the REACH program (non-school of choice) were placed on abbreviated school days. One student had returned to full-time instruction by the time of the report.

Ms. Cleveland also shared highlights from the District's second annual English Learner (ELA) Family Night, noting participation from community partners and reporting continued growth in the District's English Learner student population.

F.

REACH School Report

Principal Wendy Bogard presented the REACH School Report, highlighting strong student attendance and engagement throughout the school year. She reviewed preliminary state assessment data, noting a significant increase in student participation and reporting that a majority of students met or exceeded state standards. She further reported that REACH students outperformed state averages in all assessed subject areas, demonstrating the effectiveness of the school's instructional model. She also shared plans to expand college readiness initiatives during the upcoming school year.

 

Cecile Enright announced that the REACH Board had selected Wendy Bogard to serve as Executive Director, effective July 1, 2026. She commended Ms. Bogard's leadership and professional growth over the past five years, recognized the contributions of Annie Burnham, and expressed appreciation to the Rogue River School District Board for its continued support of REACH.

 

Board Member J. Chick inquired about instructional changes occurring in the Evans Valley School District. Ms. Cleveland responded by providing information regarding synchronous learning practices.
