  A. Adoption of Revised Gender-Inclusive Schools Policy and Procedure (3211/3211P) and GIS Coordinator Designation Vote Steven Carney 5 m
   

Background:

In response to the Office of Superintendent of Public Instruction (OSPI) findings in the 2024–25 Statewide Civil Rights Review, Rooted School Vancouver has been notified that our adopted Procedure 3211P does not include all required elements of WSSDA’s model, specifically the locker room accessibility section required by RCW 28A.642.080.

 

Proposed Actions:

Adopt the Revised Gender-Inclusive Schools Procedure (3211P):

Update the existing procedure to reflect WSSDA’s full model language, including:

Locker room accessibility provisions

Affirmation of student privacy and safety

Use of appropriate terminology (e.g., “gender-expansive” students)

Clarified accommodations for students in gender-separated spaces

Affirm or Update Policy 3211:

Minor revisions to include language aligning with WSSDA’s 07/31/2024 update (e.g., reference to “gender-expansive” students).

 

Recommendation:

Administration recommends that the board:

Adopt the revised Policy 3211 and Procedure 3211P as presented.
