  A. ED Report & School Improvement Discuss Jamila Singleton 10 m

VIII. BOARD ACTION ITEMS 6:47 PM
  A. Policy Discussion: Second reading Vote Jamila Singleton 10 m

7.1  — Policy 2020, Course Design, Selection, and Adoption of Instructional Materials (amended) and 2020P. The board reviews an updated Policy and Procedure 2020. Procedure 2020P submitted as an information item; no Board action required per Policy 1310. Overview of changes.

7.2 — Policy 2170, Career and Technical Education (new) and 2170P. Establishes CTE program governance, including course equivalencies applied toward graduation requirements under Policy 2410. Procedure 2170P submitted as an information item.

7.3 -- Policy 3110, Enrollment (amended) and 3110P(new).

  • Grades: "entering the 9th grade" becomes "in grades 9 through 12." I added a comment spelling out the other option (new students in 9th only) for the Board to choose between.
  • New "Enrollment Capacity" section: the Board sets capacity by grade every year, after consulting the Commission, before applications open. This is the policy language behind Tuesday's resolution.
  • Admission limits: added that admission can only be limited by age, grade level or capacity, as the law requires.
  • Staff-children preference: now limited to staff who live in Washington.
  • Cleanup:
    • "inaugural class" removed
    • SchoolMint replaced with "the enrollment platform" in four places, so a vendor change won't need a policy change the duplicated school name and a stray ". ." fixed

Recommendation: Approve policies 3110, 2020 and 2170, with their accompanying procedures.

  B. Policy Discussion: First Reading Discuss Jamila Singleton 10 m

8.1 Policy 2415 and Procedure 2415P: Performance-Based Pathway for High School Graduation

Policy 2415 lets RSV offer a performance-based graduation pathway, in which a student completes a real-world learning experience and creates a product that shows they meet state English language arts and/or math standards.
Procedure 2415P sets out how student proposals are approved, how students are kept safe, and how an endorsed teacher evaluates student work using the state rubrics, with IEP teams involved for students with IEPs.
Adoption is planned for November 10 if the State Board of Education confirms in writing that charter schools may offer this pathway; the procedure is presented for information.

8.2 Policy 1250 and Procedure 1250P, Students on Governing Boards
Revises Policy 1250 to seat up to four non-voting student representatives instead of two, seeking one from each grade level.
Procedure 1250P (information item) adds a fall selection for the grade 9 seat and a 2026-27 transition to seat new representatives by November 30, 2026.
Recommended action: first reading, with adoption scheduled for November 10, 2026 (or immediate adoption if the board finds it in the school’s best interest).

8.3 Policy 3245 & 3245P – Students and Telecommunication Devices (New) – First Reading

This makes RSV’s Yondr phone-free program board policy. Phones and smartwatches are pouched from arrival to dismissal, with medical exceptions, and consequences follow the Student & Family Handbook. Today these rules live only in the handbook, which staff can revise. Making them board policy gives the consequences, including suspension, and the confiscation rules a firmer legal footing under state discipline rules. It also keeps the program in place through staff changes and shows the Commission that a key practice is written into board policy. It prepares RSV for the statewide phone-free requirement proposed for 2027.

Recommended action: First reading. Adoption at the next regular meeting.

IX. Board Workshop 7:07 PM
  A. Charter Renewal & Strategic Planning 10 m

Charter Renewal: Discussion of the Commission-issued RSV renewal timeline

Begin discussion of drafting a strategic plan for Rooted.

  1. Renewal Application Goes to the Commission February 24, Ahead of the March 2 Deadline
The Commission releases the final application rules on February 1; we submit three and a half weeks later.
  2. Board Vote on Renewal Set for January 26
The board will vote to approve the submission and authorize the ED to make edits that match the Commission’s final rules. The February 23 meeting is the backup.
  3. Commission Decides Our Charter Renewal August 19, 2027
Before then we host a spring site visit on a date we choose, and public comment opens February 1.

  B. Expansion Discussion 10 m

This item gives the Board its first full look at what growing beyond our current building would require and identifies the questions that remain open before any commitment. The Board will be asked to make decisions on the open questions in December 2026.

Dr. J asked Excellent Schools Washington for about $2.6–2.8M over five years to fund a Health Sciences pathway and growth toward roughly 335 students.
