This policy was significantly cleaned up by removing language that is redundant and already in the procedure. WSSDA also revised the procedure to align with provisions in SHB 2594 ensuring that unhoused children and youths in Washington have equal access to free, appropriate public education. |

We are doing a first and second reading on this because, while the language has big implications, it is a minimal change. The revision is based on ESHB 2534 promoting educational stability for children of military families, which amended RCW 28A.225.216. It eases school transitions for children of military families by providing early enrollment access and application flexibility. |

Changes to this policy and its procedure made them more clear and more consistent with each other and removed unnecessary duplication. While language from the procedure was removed from the policy to avoid redundancy. This policy has been restructured to differentiate between in-person requirements and on-line requirements. |

Modifications to this policy have been made in collaboration with legal council. They reviewed the language we had and helped us revise it to align with what is required by RCW 28A.225 Non-Resident Students. |

Last month you approved the 3-year, 180 day waiver. However, we didn't catch the new required language, a sentence stating the Board attests the District will meet the minimum instruction hours of RCW 28A.150.220(2) was missing from the resolution. This supplemental resolution will satisfy that need and be sent to OSPI to accompany our original 180 day waiver. Moving forward, this new language and sentence will be included on the original resolution. |
