The Board of Directors (Board) and employees of Amethod Public Schools will be holding this meeting in person at 1450 Marina Way South, Richmond, CA 94804.

Public Comment: Members of the public attending in person who wish to comment on an agenda item please fill out a speaker card and submit it to a staff member. The Board Chair will call on you to enter the Boardroom. The Board Chair will call on you. Please note that comments are limited to two minutes. The Board Chair may increase or decrease the time allowed for public comment, depending upon the topic and number of persons wishing to be heard.

Amethod reserves the right to show or distribute additional information and/or documents to the School Board at the meeting, and will make copies of such documents relating to open session items available to the public upon request.

Approval of Amethod Public Schools Board Meeting Calendar 2023-2024
E. Quiroz points out there is a typo in the agenda for the year. He says it should be 2024 starting January and not 2023. He says staff will need to revise it to the correct year.
N. Driver says that other boards are moving to having every other month board meetings instead of every month. He suggests to see if Amethod Public Schools can move to this new schedule. He says we should consider moving from 11 board meetings in a year to a lesser number.
Mrs. Villa says it's a good idea to have that discussion. She says she does not feel comfortable with six schools and having a board meeting every other month because things can come up. She says someone has suggested to move board meetings earlier to 5pm but she is not sure with the board members' schedules. She says Amethod Public Schools needs to open up the other school sites for teleconference locations every time. She says it is a cumbersome process for the team that needs to stay behind.
A. Emmanuelli says we do have six schools and asks if we can rotate hosting meetings at other locations.
Mrs. Villa says a senate bill passed 5 years ago and we cannot rotate locations for board meetings. We need to host board meetings in the area where Amethod Public Schools have the most students.
N. Driver says we should bring back committees and committee meetings to reduce the amount of regular board meetings. He says this is something we should consider for the next academic year. He says it will be more work for board members but this will reduce the number of times for hosting regular board meetings.
G. Lopez Jr. asks N. Driver how many other boards have reduced their board meetings.
N. Driver says that 2 schools have reduced from 11 to 7 board meetings. One charter is Education for Change and another is a single site charter in San Francisco.
E. Gallegos says since we are trying to increase the number of board members, less meetings means that there will be less time to get to know other board members.

NWEA Spring Testing Update
Annice Weinstein from EDTEC presents the 2022-2023 NWEA Map Overview Data. She says the data will be about student performance for their grade level and the other data will be about growth targets. Annice says that generally math takes a dip while there are increases in reading performances. She says in middle schools, math is lower than reading. The trend in high schools shows a dip in 12th grade, this is likely due to "senioritis". If students are above the 60th percentile, they will generally meet the SBAC. For the high schools, the projections only shows 11th grade.
Annice shares the 2022-2023 pre-test to post-test growth.
N. Driver says many schools do not test their 12th graders and asks if we can test our 12th graders but not include it in the schools data.
Mrs. Villa says that when she was running a high school, she still liked to test 12th graders to see where their data stood. She says it is good practice to test 12th graders. She says some schools try to convince their students to take the test.
N. Driver says that some schools are preforming at the -.2 to +.2 which means that there is growth.
Mrs. Villa says that we need to figure out and understand the cohort data. Some schools are great but others struggle due to a lack of teachers in the classroom because substitutes are filling in.
G. Lopez Jr asks if we keep track of our students from Downtown Charter Academy onto the high school.
Mrs. Villa says we used to track this data and see how the kids start versus how they end. She says there are practices that Amethod Public Schools need to revisit, such as the 5 pillars.
G. Lopez Jr. says Downtown Charter Academy has phenomenal scores. He asks if the other schools are replicating this. He says this is the Amethod Public Schools system and why is this not replicated at the other school sites?
Mrs. Villa says there used to be an AMPS handbook that covers what classrooms looked like and what the system was like.

Approval of Local Control and Accountability Plan (LCAP)- Benito Juarez Elementary, Richmond Charter Academy, John Henry High School, Downtown Charter Academy, Oakland Charter Academy, and Oakland Charter High School.
N. Driver asks for clarification of the difference between item B and C.
Marie Arce, Director of Finance says that item B is the LCAP and item C is the budget portion of the LCAP. The budget needs to be approved after the LCAP has been approved.

Approval of Local Control and Accountability Plan (LCAP) Budget- Benito Juarez Elementary, Richmond Charter Academy, John Henry High School, Downtown Charter Academy, Oakland Charter Academy, and Oakland Charter High School.
Mrs. Villa says that all the site leaders are online to answer any questions.
N. Driver asks if the goals are aligned at all schools.
Mrs. Villa says no they are separate.

Approval of FY 2023-2024 Budgets
Mrs. Arce shares the overview budget for 2023-2024. Marie shares that the COLA budget increased from 8.13% to 8.22%. She says the bigger changes that happened this year was lost in funding due to the governors' short fall. She shares the funds that will need to be given back or have been given back was never spent. Some one time funds will be dropped this year and the finance department is prepared for the cut backs of funds from the governor. Marie says that the finance department has reserved some of the one time funds for the 2023-2024 school year. ESSERS funds are set to expire this year as well.
N. Driver asks if Amethod Public Schools increased the salary bands.
Mrs. Arce says that Amethod Public Schools did a compensation analysis and compared it to other charters in the area to stay competitive. There is currently 6 salary bands for teachers. Amethod Public Schools will be bringing back master teachers and this new salary band will allow teachers to move up and grow. She shares that 1450 and 1402 will be managed in house beginning 7/1/23 to save on costs. Special education expenditures have increased.
A. Emmanuelli says moving facility management to in house is a great move.
Mrs. Arce shares partial sublease of former home office to Plazitas Schools, increased insurance renewal, investments in Chief Operations Officer and Chief Academic Officer job positions, and California Community School Partnership Program. She also shares Amethod Public Schools is expecting increases in enrollment for 2023-2024 based on the current enrollment applications.
N. Driver asks when was the highest year of enrollment.
Mrs. Villa says highest enrollment was 2 years ago.
N. Driver says with low enrollment, this will be the largest budget yet. He asks if the budget will be lower the following year in fall with the drop in one time funding.
Mrs. Arce says yes, this budget has increased about 3 million dollars compared to the prior year. She says the the California Community School Partnership Program grant will help supplement the cut backs in one time funding next academic year.

A.
Chief Executive Officer Report
G. Lopez Jr. says the board will take a 5 minute break and return at 7:21pm.
Maria Arechiga, Director of Operations and Compliance says the asterisks in Oakland Charter Academy is the collapse of one cohort. They used to have three cohorts and now they have two cohorts.
Mrs. Villa shares her CEO report covering 23-24 enrollment, Community Schools Partnership Grant, Graduations 2023, CEO Reception, SB 739, and summer school. Mrs. Villa shares that she would love to push the art programs in the schools.
E. Quiroz asks for clarification of summer school dates.
Mrs. Villa says summer school is 3 weeks.
N. Driver asks if all schools offer summer school.
Ms. Arechiga replies yes. The high schools are offering credit recovery and 9 hours of targeted enrichment through ELOP funding. She says the high schools are preparing for when summer school becomes a requirement.
Mrs. Villa says she is thankful for the board and their efforts to Amethod Public Schools since being a board member is not a paid position.
G. Lopez Jr. thanks Mrs. Villa for all the work and effort she has done.
E. Gallegos congratulates the team for getting the the community school grant.
N. Driver says the team has done wonderfully despite having limited staffing this year.
V. Closed Session

Chief Executive Officer Evaluation
The board returns from closed session at 8:53 pm and there are no actions to report.

E. Quiroz says he wants to commend Mrs. Villa and Amethod Public Schools for having a wonderful graduation ceremony.
A. Emmanuelli says the Oakland community will hold a meeting at 11am on Friday, June 23rd near the Obelisco restaurant to discuss the recent shootings in the Fruitvale Station area. He says Noel Gallo will be hosting the community council meeting. He wants to know if anyone from Amethod Public Schools and someone from the latino community can collaborate with the police commission to be a representative of community safety.
Mrs. Villa says Robert Moncada will be able to attend on behalf of Amethod Public Schools.
Mrs. Villa announces that Ms. Galindo will be the new Dean of Instruction for Benito Juarez Elementary. She is currently running the summer school program at Benito Juarez Elementary.
N. Driver announces that he came back from the National Charter School Alliance Conference. He says there were a lot of things to learn from colleagues across the country.
