Policy on Protection of Student Information
This policy implements the requirements of FERPA, section 1002.22, Florida Statutes, and Rule 6A-1.0955, Florida Administrative Code, with new emphasis on practical safeguards. Schools must now provide parents and eligible students access to records within 30 days, a shorter window than the previous 45 days. Annual notices must be issued in writing and in accessible formats for families who do not read English. In addition, any deviation from a student’s legal name requires written parental consent using a standardized form. Principals and superintendents remain legally responsible for record security, but the Commissioner’s memo stresses refresher training and regular audits to confirm that information is accurate and outdated records are eliminated. Practically, this means schools must strengthen protocols for encryption, access controls, and secure destruction of records.

 

Policy on School Safety – 2025 Updates
The core requirements of Florida’s Marjory Stoneman Douglas High School Public Safety Act remain, but new 2025 updates clarify and expand several obligations. First, emergency drill requirements have been tightened: schools must now conduct six non-concurrent emergency drills each year, with four specifically addressing active assailant scenarios, and law enforcement officers must be physically present for those drills unless the sheriff determines otherwise. After-action reports are now mandatory after each drill and must include a corrective action plan, to be submitted to the district within 15 days.

 

The Safety policy also refers to the Plan for Urgent Life Saving Emergencies (PULSE), a new requirement outlined in Section 1003.457, Fla. Stat., and Rule 6A-1.0018, F.A.C., adopted on August 20, 2025. This plan covers many things that your schools are probably already doing, but will need to be formalized if they are not, including, but not limited to:

  • establishing a response team for life-threatening medical emergencies,
  • creating protocols and procedures to activate this team during suspected emergencies,
  • placing automated external defibrillators (AEDs) and maintaining them,
  • communicating the plan throughout the school,
  • ensuring ongoing staff training,
  • coordinating and practicing emergency drills,
  • and collaborating with local emergency medical services (EMS)
