Finance Report
No amendments needed to budget. Estimates on QBE were on point. The 990 tax form is due in November and an extension will be filed to May. Audit is completed by Doug Erwin - clean audit and no irregularities. Issued unqualified opinion.
Doug Erwin discussed the Audit Report.
A. McMillion asked about budget to actual on page 34, difference between final and actual. Doug Erwin said first column was first budget and final column is final budget and then the second column is the amended budget. Format is required by law.
Lawsuit with DCSS is disclosed regarding charter schools in 2020. Awaiting update.
Last page for bonds we need 1.1 coverage and we have 2.5. Minimum is $60,000 for cash on hand and we have $220,000.
S. Ellis asked how often the coverage and cash on hand is checked. D. Purvis answered quarterly but for audit purposes one annually.
D. Purvis asked about whether other charter schools account for TRS (teacher retirement) but D. Purvis stated that TRS has always been part of financials. Doug Erwin answered we are in compliance. It's a liability on our books but it's a State liability.
Page 50 lays out summary and A. McMillion explained that is a good summary.
S. Yasyerli asked about report on internal control and material weaknesses. D. Purvis answered that is a definition, no material weaknesses noted.
B.
Development Update
Annual Fund - at 56% of goal
GLOBE - at 4% of goal but just received a sponsorship and are working on more sponsorships
GLOBE Trot will kick off tomorrow, October 28th
Will occur November 21st
Fun and great opportunity for students to fund raise
Goal is 100% participation
Money goes to equipment purchases, professional growth
Will have daily raffles with fun prizes of spirit wear and tickets and a Little Shop of Stories package
V. Academic Report
A.
STAMP Spring 25
Sandra Daniel, Director of Language discussed STAMP results.
- discussed that K only takes listening (first time kindergarteners took STAMP)
- 1st took listening and speaking
- 2nd - 5th take all 4 components
- hitting goals for composite scores
- MS program - college prep students dip in 6th grade scores for SY24-25 explained by one more class opened up
- 7th grade exceeded goal (5 was global seal for biliteracy if passing English and foreign language and 5 in 8th grade); 7th on track
- accelerated track unique to GLOBE; one of three dual seal that do AP testing, available for 8th graders in accelerated
- 100% of students received global seal of biliteracy in one class in 2025
- SY24-25 was at 79% of meeting proficiency goals; 79% of all students meeting proficiency goals is still impressive
LSAs - full time roles and they push into all classrooms for K-5 and offer tier 2 and 3 supports in language classes; this is specific to GLOBE; remediation
S. Daniel has applied for grants which is how these positions were funded, but limitation on visas and training and leaving and now they are full time
2025 - 92% pass rate for AP and most students register
Some private schools believe that if you have a 4 or 5 AP test in 9th grade, that is a pass rate and then end of course exam and worried that students are trying to pad their transcript; 2026 - have a few more days for sign ups. Have fewer sign ups.
Over 1/2 of students qualifying for biliteracy (up in past few years); most schools want 1/3
D. Gibney - how are proficiency goals created. S. Daniel answered baseline created first and then looked at targets from other states. STAMP report may be different than progress reports. Targets are in line with other states
% of students meeting goal - S. Daniel answered that look at vertical alignment and in comparison to national rates, internally with staff. Not something that is released to the outside.
K-1 not a lot of growth - S. Daniel answered that is why speaking is now added to kindergarten, listening scores are higher than reading and writing. Want students to be used to the technology piece. what % students take AP test - are we hoping to get more - S. Daniel answered 20% in accelerated track. Some classes were more or less, depends on parents and students. Are we hoping to get more students to take it - S. Daniel answered yes b/c it is rare to pass the test at 14. Also see certain colleges that will accept 8th grade scores and some that will not.
A. McMillion asked about AP tests and different test for 8th graders; S. Daniel answered it's the same test no matter what age/grade level where it is taken. Students can only take the AP test once a year. A. McMillion asked about if colleges are not accepting the AP test due to length of time between 8th grader taking it and then going to college. S. Daniel answered that is part of it but also not understanding the age level taking the class. A. McMillion asked about college prep vs accelerated and which students are entering which program; S. Daniel said more students who have been at GLOBE are recommended for the accelerated program but there is no program that is not DLI.
S. Ellis asked about 6th graders coming into GLOBE being required to test in proficiency. S. Daniel answered that they are not. They are placed in tracks based on history of language and also try to balance classes. GLOBE does have students that are in DLI programs and transfer into 6th but cannot meet expectations of accelerated. There is a 2nd point of entry for accelerated during middle school.
Partnerships - have Label FrancEducation seal of excellence in French education. Achieved three times from French government. Have it for 5 years.
Received a French literacy grant from the French government. This was about supporting phonics in French.
Do not have a Mandarian recommendation
ESA is a similar seal for Spanish - have applied but have not received it because we do not have a HS DLI continuance. Trying to see about applying again.
Always looking for grants in other areas.
S. Daniel asked to present at French embassy about our model and evaluating reading using DIBBLE.
Have some conferences coming up.

Disappointed in response rate - 9%, 100 families
Trying to get a higher response rate
On a 1-5 scale
Strengths - respect and belonging, teacher quality,
Growth areas are above 3, but shooting for 4 and above - communication, understanding progress and understanding processes
1 -Concern Communication from Administration - wanting timely and consistent updates and f/u, making sure that weekly updates are going out; leadership reviewing to make sure weekly updates are correct, 48 hour response standard but sooner if emergency; Simon working hard to make sure website is robust; website should house everything
2 - Understanding grading transparency - want to know what students are doing. Implemented
K-5 Toddle which will house progress reports and has component where students can take pictures and post it to account; not sure when it will be rolled out but by January should see the pictures and get kinks out
Some students are piloting it. Some parameters around students' requirements for posting.
That and conferences should help.
3 - Understanding discipline - working on consistent language across campuses and make sure consistent

Will try to start early. Open for 2 weeks. D. Gibney asked if parents requested specific communication updates. C. Elliott said no - not specific.
