Lisa Miller Board Chair Lisa Miller has proudly served on the Harding Charter Preparatory School Board since 2013, chairing the Finance Committee for most of her tenure. Her extensive experience in financial management informs her guidance on the school’s budgeting and strategic initiatives. For Lisa, being a board member represents a vital partnership with the community, educators, and students. Her passion for ensuring quality education is accessible to every child stems from her belief that education shapes lives, builds character, and opens doors to future opportunities. With over 25 years of experience, Lisa excels in financial analysis, strategic planning, and team leadership. Her prior work in education from 2008 to 2014 involved planning and opening virtual and blended charter schools across several states, giving her valuable insights into the educational landscape. Lisa is dedicated to advocating for policies that enhance educational access and equity, ensuring that every student receives the support they need to thrive. She believes in the importance of collaboration among all stakeholders to identify and address the unique needs of students and support dedicated educators. Through her role on the board, Lisa aims to foster a culture of continuous improvement, contributing to a future where all children can succeed. She is proud to play a part in this essential mission at Harding Charter Prep.

Conner Mulvaney Board Vice Chair I am an alum of Harding Charter Preparatory (HCP) High School and a local attorney who works for the state government. After I graduated as a valedictorian from HCP in 2017, I went to earn an undergraduate degree and later a law degree from Oklahoma City University (OCU). It is my goal to give back to the community that helped me develop by serving Oklahomans in my day job and by serving the students of HCP while I am member of the HCP Board. I am greatly encouraged by how HCP-- what I remember as one high school sharing its building with another school -- has grown into its own school district providing students an opportunity for academic excellence as early as elementary school. It is my goal as a Board member to use my education and experience to aide HCP in its growth as district and to professionalize the practices of the HCP Board. My hope is that a more professional school board will empower HCP's superintendent, administrative staff, and teachers to better serve the students.

Angela Parker Board Secretary Secretary My name is Angela Parker-Celestine. I have been employed by the City of Oklahoma City for 26 years and currently have a bachelor’s degree from the University of Oklahoma. I am a parent of 2 boys and 3 grandchildren, my youngest son and my oldest granddaughter attend HCP. I am a parent member, and I hold the office of Secretary for the governance board here at HCP. I have been a board member for three years and I am looking forward to many more. I have been in education for several years learning how to give back to my community and to our students in any way that I can. I have been involved with education as a Long-Term Substitute Teacher, the PTO President at St. John Christian Heritage Academy, Parent Liaison for Spencer Elementary. My interest in this position is to help in emergency and non-emergency situations with giving back to teachers and students. I am enthusiastic about learning more and becoming more of an asset to HCP’s district. As a recent graduate from OU and being in the work force for the City of Oklahoma City I understand some of the challenges that our students will be facing and I want to help students achieve their goals, hopes and dreams.

Elicia Brannon-Little Board Member My qualifications for serving on the Harding Charter Preparatory School Governance Board are built upon more than 25 years of business leadership and management experience, combined with approximately 20 years in higher education. Throughout my career, I have led strategic planning initiatives, managed budgets, developed organizational policies, overseen human resources, analyzed financial performance, implemented quality assurance processes, and built strong partnerships with internal and external stakeholders. My business experience has provided me with a solid understanding of governance, fiscal responsibility, organizational effectiveness, risk management, and ethical leadership. As a professor in the School of Business, I also bring expertise in curriculum development, accreditation, assessment, and preparing future business leaders. Together, these experiences allow me to contribute informed, strategic decision-making that supports academic excellence, responsible stewardship of resources, and the long-term success of Harding Charter Preparatory School. My children graduated from Harding Charter Preparatory School, and I am proud to serve on the Governance Board. I have witnessed firsthand the school's commitment to academic excellence, character development, and preparing students for future success. I am honored to support HCP's mission by contributing my experience in business, leadership, and higher education to help ensure the continued growth and success of the school for future generations of students.

Haylie Calicott Board Member Haylie Calicott, MBA serves as Vice President, Business Development Officer, and Mortgage Loan Officer at First Security Bank & Trust Company in Oklahoma City. With more than 12 years of banking experience spanning lending, credit analysis, operations, compliance, and business development, she is committed to helping individuals, families, and businesses achieve their financial goals while strengthening the communities she serves. A passionate advocate for financial literacy and educational opportunity, Haylie actively partners with schools and community organizations to provide financial education and workforce development programs. She recently taught a multi-week financial literacy course to middle school students at Harding Charter Preparatory School, helping equip students with practical money management and financial decision-making skills. Her commitment to community impact extends through her service as CFO of the Langston Chamber of Commerce, membership on the American Bankers Association's Minority Depository Institution (MDI) Advisory Council, and board service with several local nonprofit and community organizations. Haylie earned a Master of Business Administration with a concentration in Leadership from John Brown University and is dedicated to fostering opportunities that empower students, strengthen communities, and promote long-term success.

Jorge Chavez Board Member My name is Jorge L. Chavez, and I’m a proud graduate of Harding Charter Prep (Class of 2016) and Oklahoma State University, where I studied History and Public History. Today, I work as a museum educator at the Oklahoma Hall of Fame, dedicating much of my time to giving back to our community. I’m honored to serve on the HCP governance board and the board of Thick Descriptions, a non-profit organization that uses anthropology to transform education. I also volunteer with Calle Dos Cinco to help the Historic Capitol Hill District thrive. For me, there is no greater pride than working alongside others to ensure a brighter future for all Oklahomans.

Ronald Grant Board Member Dr. Ronald Grant is a seasoned education leader with more than 20 years of experience serving public education in Oklahoma. He currently serves as the Senior Director of Business & Finance at Metro Technology Centers, where he provides strategic oversight of budgeting, finance, operations, and organizational effectiveness in support of student success and workforce development. Ronald’s experience spans traditional public schools and charter school environments, including Oklahoma City Public Schools, giving him a broad perspective on governance, accountability, and instructional support systems. Ronald is known for his collaborative leadership style, data-informed decision-making, and commitment to building sustainable systems that support educators and students alike. His work focuses on aligning financial stewardship with educational outcomes, developing leadership capacity, and strengthening organizational trust. He is passionate about expanding access to high-quality career and technical education and preparing students for meaningful postsecondary and workforce opportunities.

Tiffany Ellis Board Member Tiffany Ellis has been connected to Harding Charter Preparatory District for many years, making her service on the Governance Board especially meaningful to her. With a strong family history in the district, she cares deeply about the success of Harding’s students, families, and schools. Tiffany holds a Bachelor’s and a Master’s degree in Public Administration with an emphasis in Government and Policy. Her career has included work in government, nonprofit organizations, and the private sector, with experience in communications, operations, project management, and working with a wide range of stakeholders. Tiffany currently works as a Transformation Project Manager with the Oklahoma State Department of Health. In her role, she works with leaders and teams to manage strategic initiatives, track progress, solve problems, and turn plans into action. For Tiffany, serving on the Harding Governance Board is more than a professional role. It is an opportunity to give back to a district that has been an important part of her family and to help support the continued success of Harding and the students it serves.
