N. Gonzalez Timmons called a meeting to order on Monday Mar 9, 2026 at 6:07 PM.

II. Policy ER-9 Communication with the public & ER-12 Student Conduct and Discipline Review

A.

Policy ER-9 & ER-12

The Board engaged in a focused discussion regarding Policy Governance Executive Requirements ER‑9 and ER‑12, with particular attention to clarity, expectations, and timelines for future monitoring.

 

The Board discussed Bullet #3 of ER‑9, which requires the Superintendent to publish a district strategic plan not more than five years old. Board members shared their perspectives on establishing a reasonable timeline for when a new Superintendent should have an updated or revised strategic plan completed after beginning their tenure. 

  • Next steps:
    • President Gonzalez Timmons will speak with Director Biehl and Director Krotzer, who were unable to attend the study session, to gather their input on a timeline.
    • The collective input will be brought back to the full Board for discussion at the next Board meeting.

The Board also discussed enhancing expectations within ER‑9 – Community/Public Relations. President Gonzalez Timmons will develop a new sub‑bullet under Item #1 addressing district communication tools—such as Facebook, ParentSquare, and the Superintendent's monthly community conversations—to ensure families and community members remain informed about both the successes and challenges taking place across NMSD.

 

The Board reviewed ER‑12 with specific attention to Requirement #3, which currently states that the Superintendent is to develop a safe, civil, and supportive school environment as evidenced by climate data, including infractions and consequences, disaggregated by population demographics

To better align the policy with Policy Governance principles, the Board expressed the need for:

Language that reflects “reasonable interpretation + observable evidence.”

 

A focus on systems and evidence, rather than on student behavior outcomes outside of the Superintendent’s control.

Next steps:

  • President Gonzalez Timmons will prepare a draft revision of ER‑12(3) that incorporates this clarified focus.
  • The draft will be brought to the Board for a first reading and review.
  • After feedback and revisions, the policy will return for a second reading before moving to Board approval.

Next Board Meeting Date

The next regular school board meeting will be held on March 23, 2026 at 6:30 pm and will be held at the NMSD Administration Office Boardroom. There will be a Study Session on April 13, 2026 starting at 6 pm at the NMSD Administration Office Boardroom.

B.

There being no further business to be transacted, and upon motion duly made, seconded and approved, the meeting was adjourned at 7:07 PM.
