Dr. Simon will present the Expanded Learning Opportunities Program Plan for Board review. The plan has been updated to reflect current program practices; no substantive changes have been made from the previously approved version. The program continues to operate on track and in alignment with ELO-P requirements.
In case of an audit of the DOJ livescan system that we utilize for background checks for employees and volunteers, it is recommended that the board adopt the attached Custodian of Records policy that was written by Young Minney and Corr.
The Board will consider approval of the presented employee contracts as publicly available agreements and, where applicable, publicly available pay schedules (available on the website) in preparation for the CalSTRS creditable-compensation reporting requirements established under AB 1997 (Chapter 690, Statutes of 2024). The contracts identify each applicable position, annualized salary by step/column, term and effective date, required work year or full-time service requirement, and any applicable special-pay eligibility requirements and amounts. Paper copies will be presented at the Board meeting and retained in the front office for public inspection upon request.
Approval of the employee contracts for 2026-2027 is recommended.

With the increase in enrollment, and after an inventory of working Chromebooks, we require additional Chromebooks for student use in grades 2-8 and homeschool.
Given the increased caseload of students receiving services for OT, we have a need to increase the number of hours for Kirsten Garcia (Vitalize Therapy).
At the August meeting, the Board approved a 2% on schedule salary schedule increase paid retroactive to July 2026. The attached salary schedule reflects the 2% increase and approval is recommended.

BOARD RESOLUTION TO ESTABLISH A WELLS FARGO CHECKING ACCOUNT
Bridges Charter School Date: September 14, 2026
WHEREAS, the Board of Directors of Bridges Charter School (“Organization”) recognizes the need to maintain appropriate banking services for the receipt, deposit, management, and disbursement of school funds; and
WHEREAS, the Organization desires to establish a checking account with Wells Fargo Bank (“Bank”), primarily for the deposit and management of petty cash funds and donations received by the Organization; and
WHEREAS, the Board desires to formally authorize designated representatives of the Organization to establish and maintain the account and conduct banking activities consistent with the Organization’s fiscal policies and procedures;
NOW, THEREFORE, BE IT RESOLVED THAT:
The Board of Directors authorizes Bridges Charter School to establish and maintain a checking account with Wells Fargo Bank.
The following individuals are designated as authorized signers on the Organization’s Wells Fargo checking account: capital Kelly Simon, Executive Director; Cindy McCarthy, Director of Daily Operations; Katerina Yevmenkina, Board President
The authorized individuals shall conduct banking activities in accordance with Bridges Charter School’s adopted fiscal policies and procedures and all applicable requirements, policies, and procedures established by Wells Fargo Bank.
The Executive Director is authorized to designate appropriate school employees to make deposits into the account on behalf of Bridges Charter School, including through deposit-only services made available by Wells Fargo Bank, without granting such employees signatory or withdrawal authority.
The Executive Director and/or Board President is authorized to execute such documents and take such administrative actions as may be reasonably necessary to establish the account and implement the authority granted by this resolution.
This resolution shall remain in full force and effect until amended or revoked in writing by the Board of Directors and, as applicable, such amendment or revocation has been received and acknowledged by Wells Fargo Bank.

Expanded Learning Opportunities Program Updated Plan

The Expanded Learning Opportunities Program (ELO-P) Plan describes the school’s extended school day programming. In accordance with California Department of Education guidance, the plan is periodically reviewed and updated to reflect current programming, schedules, community needs, and applicable legal requirements. The plan presented for approval remains substantially unchanged from the version previously approved, with minor updates reflecting current program operations and schedules.
Administration recommends that the Board review and approve the updated ELO-P Plan.
Repair of Digital Board with California Marquee NTE $7,000

The digital display board in front of our school is malfunctioning. We have not yet received a quote for service, but we would request that the board approve up to $7,000 to repair the digital board as it is a central part of our communication system for parents.
