River’s Edge Academy Charter School (REACH) Board meetings are conducted online using Zoom.

Members of the public are welcome to attend and observe the meeting remotely. If you are a community member wishing to provide public comment, your comments are limited to 3 minutes. The board chair may extend the time period at their discretion.  To submit a public comment, use the following link: Public Comment Link

 

The board will not hear comments during its public meeting regarding any specific REACH employee, as discussion of individual personnel matters may be addressed through other appropriate processes.

 

Community comments regarding REACH programs, policies, and operations are welcome. Individuals wishing to provide public comment should complete the Public Comment Form and submit their comments at least 24 hours prior to the meeting.

II. Executive Session Notice

A.

Call Executive Session to Order

The Board entered Executive Session pursuant to ORS 192.660(2)(a) and ORS 192.660(2)(i) to further discuss the board-retreat topic regarding bringing Wendy on as Acting Executive Director, as reviewed and accepted by counsel, and moving Cecile into a role of Founder-Advisor.

 

No formal action was taken during Executive Session.

 

The Board returned to Open Session at 4:52 PM

Richard announced that the Board returned to Open Session at 4:52 PM.

 

Sharre Whitson moved that the Board approve a resolution to change Cecile Enright's role to Founder-Advisor and further moved that the Board appoint Wendy Bogard as Acting Executive Director effective July 1, 2026.

Karla Clark seconded the motion.

IV. Education Reports

A.

Superintendent Report

Cecile Enright reported:

  • All 15 Seniors graduated.
  • Preliminary OSAS participation increased from 58% to 87%.
  • Ninth Grade on-track status currently at 74%, three credit-deficient students attending summer school , which should raise ninth grade on-track to approximately 85% by August.
  • April-May financials show grant reimbursement timing volatility, but year-to-date performance remains strong with May 31 cast at $612,287.37 year-to-date net income at $470,043.08, and net income $395,282.50 ahead of budget.
  • The board reviewed the shift from founder-led to systems-based governance and now has an established strategic plan.
  • Cecile highlighted strong student participation in end-of-year events from the Superintendent's Board Report including the Shakespeare Festival and the graduation ceremony.
  • The school had 15 seniors this year, a significant number for a school of about 220 students, and staff worked hard to ensure all seniors graduated.
  • The school is maintaining a tight budget; an unplanned FlexPoint payment related to adding K-6 was covered with available funds, and teachers are developing an internal fifth-grade curriculum to reduce future FlexPoint costs.
  • The contract is finalized, the Rogue River School Board will vote on it tomorrow night, and it includes language prohibiting over-enrollment.
  • Discussion was held regarding 9th-grade trends, district-wide declines, and REACH performance benchmarks.

B.

Principal Report

Wendy Bogard reported using a slideshow:

 

  • Cecile referenced items already included in the slideshow and briefly hightlighted a few additional points.
  • A diagnostic and grade-level IXL growth report was included, and the results aligned with Cecile's earlier statements.
  • ELA showed strong improvement, particularly in the elementary grades, while math growth was more limited.
  • Middle and high school showed less improvements, as student engagement tends to decline from the start of the year to the end of the year.
  • Math growth as been observed in classrooms, though test results may not fully reflect student understanding; overall reading gains remain higher than math gains.
  • OSAS participation increased by 29%, bringing us to 87% to beat state averages, thanks to targeted parent education on why assessments are important.
  • Everyone complimented Wendy Bogard on her presentation.  

V. Facility

A.

Facilities Maintenance

Cecile Enright reported on Facilities Maintenance,

 

  • Carpet replacement is pending additional quotes; one estimate received was $20,000--nearly triple the previous cost--so the project may not be completed this summer.
  • Discussion was held regarding flooring options, including carpet tiles.
  • The Grants Pass buildings are in need of painting, and funding options--including potential grants--will need to be identified.

VI. Finance

A.

Financial Reports

Carole McClure gave Statement of activities and statement of financial positions.

 

  • I've been working with Brittany Bright, our CPA. Working on getting narratives to more of a presentation. 
  • During April and May, REACH experienced month to month fluctuations due primarily to the timing of grant reimbursements. April closed with a deficit of $28,510.61 compared to a budgeted surplus of $39,357.60; however, May reported net income of $76,156.88 compared to a budgeted deficit of $29,827.42, offsetting the April deficit and strengthening year-to-date results.
  • Year-to-date net income at the end of May was $470,043.08 which is $395,282.50 ahead of budget.

Most significant financial items during the two-month period were:

  • Grant revenue timing in temporary monthly revenue variances as reimbursements were received later than budgeted. May grant revenue exceeded budget by approximately $93,126 as reimbursements were received.
  • AltEd Computer Software included a $19,716 payment to FlexPoint for online curriculum licensing. Costs increased this year as services expanded from grades 7-12 to K-12. In May, $12,206 of software costs were reallocated to other departments to better reflect actual usage.
  • Technology expenses exceeded budget due to software, advertising, and data processing costs supporting instructional and operational needs.
  • The financial outlook remains strong, and year-end expenses are expected to align with budget projections.

VII. Action / Voting Items - Governance

A.

2026–2027 Budget

2026-2027 Budget approval- Sharre Whitson made a motion to approve the 2026-2027 budget as presented.

Joe Walter seconded the motion.

 

  • Cecile Enright noted the budget is tight, with salary and PERS costs being significant; the school pays the 6% PERS pickup as a recruitment incentive since local districts offer higher salaries. She explained that the budget was built using current- year expenses and full-year employee cost calculations, and that an SOP with timeliness is included for administrative planning. Typical operating costs are expected to rise 2%-3%.
  • Joe Walter asked about a recurring $1 "other expense under financial services; Cecile stated she did not know its origin but believed it came from financial reports and Joe noted it was insignificant.

Richard Bush stated the board should proceed to vote on adopting the budget.

Sharre Whitson noted the motion to approve had already been made.

B.

Board Meeting Schedule for 2026-27

The Board reviewed two options for the 2026-2027 Board Meeting Schedule; both options contained identical meeting dates, with Option A beginning at 4:30 PM and Option B beginning at 5:00 PM.

 

Discussion followed regarding the proposed meeting schedule and start -time options.

 

Joe Walter moved to accept the meeting schedule as listed with a 4:30 PM start time (option A).

Karla Clark seconded the motion.

C.

Amend School Calendar for 2026-27

Wendy Bogard presented an amended REACH 2026-2027 school calendar.

 

  • The proposed amendment adjusts the Evans Valley calendar to show school days on dates when bus service is unavailable; these days were previously designated as conference days, but additional instructional time is needed prompting the change.
  • The proposed amendment changes the last day of school from June 3 to June 4, 2027, providing additional flexibility in the event of a snow day.
  • Under Executive Oregon 2606, the school must maintain at least the same number of instructional days as in the 2024-2025 school year (143 days); the proposed amendment increases the 2026-2027 calendar to 144 days to meet this requirement.

Joe Walter asked whether additional snow days were needed, noting it had been a very light snow year; Wendy Bogard explained that the compliance is based on instructional hours, and the school must match Rogue River School District's hours under Oregon 2606 or complete an abbreviated-day process for each Evans Valley student.

 

Joes Walters moved to adopt the proposed adjustments to the school calendar.
