Attached for review is the Arizona Department of Education Annual Financial Report for FY2019. One point to note is that state-funded Special Education expenditures decreased from FY18 to FY19. This was due to a restructuring of the Special Education teaching staff that resulted in fewer Elementary SpEd teachers in FY19 than in FY18. This however had no negative impact on scholar learning, as evidenced by the growth in Special Education AzMERIT data (7.91% proficiency in FY18 to 28.57% proficiency in FY19 in ELA, and 8.18% proficiency in FY18 to 32.50% proficiency FY19 in math).
