New Board Member Eddie Zamora is the Mobile Branch Manager at EECU and an active member of the Delano community. He regularly attends the Delano Community Alliance and previously served as the Executive Director for the American Red Cross in Kern, Inyo, and Mono Counties.

California public schools, including charter schools, must prepare Comprehensive School Safety Plans, which must be reviewed and updated annually by March 1st. This year’s revisions include, updates to the Active Shooter Drill section and staffing updates to reflect new leaders and roles at WCPA for the Delano Campus.

WCPA – Delano is required to file two financial status reports each fiscal year. The attached second interim report reflects January’s closing financials and must be submitted to the Kern County Superintendent of Schools by March 15th. WCPA is submitting a positive certification, confirming its ability to meet financial obligations for the current and next two years.

E. Unruh made a motion to authorize the approval of the Agreement No. 2024/25-07 Between CliftonLarsonAllen, LLP and Wonderful College Prep Academy for Audit Services, with the main terms as presented, contingent on a ratification on the next available board meeting.
G. Adame seconded the motion.

Wonderful College Prep Academy (WCPA) seeks approval of a five-year agreement with CliftonLarsonAllen, LLP (CLA) for independent financial audit services, replacing its current contract with Eide Bailly LLP. CLA has prior experience auditing WCPA, specializes in charter school audits, and offers a lower annual cost of $38,250. While minor terms are still being negotiated, the main provisions regarding cost and term remain unchanged. WCPA requests the Governing Board’s approval, as it must contract with an audit firm by March 1st each year unless under a multi-year agreement.

Wonderful College Prep Academy (WCPA) plans to install five dual EV charging stations (10 total) at its Lost Hills campus to provide employees with on-campus charging for a fee and support better air quality. WCPA is seeking approval for an $89,938 invoice from Wise Electric & Communications, Inc. for electrical work. The project will be fully funded through donations and grants, resulting in no fiscal impact to WCPA – Lost Hills.

Senate Bill 114 (2023) requires charter schools to present a report on the annual update to the LCAP and the Budget Overview for Parents (BOP) at a regularly scheduled board meeting by February 28 each year. The report must include midyear outcome data for LCAP metrics and midyear expenditure and implementation data for all LCAP actions.

WCPA launched a three-year retention bonus program in 2022 to encourage teachers to stay during the COVID-19 pandemic. The updated salary schedule aims to keep WCPA competitive, address teacher feedback, and ensure long-term financial sustainability. The fiscal impact is minimal, staying within the 2.43% State COLA increase. This approach helps attract and retain top educators across both campuses.

No other changes have been made and the number of instructional days remains at 180, exceeding the state required 175 days for charter schools.
