The Board of Directors moved to Closed Session at 5:54pm.

Chief Business Officer, Mike Romero presented the WCPA Employee Bonuses pursuant to 2023-24 Operating Budget. The proposed 2023-24 WCPA Employee end-of-year bonuses, which range from 2-5% of base salary based on performance evaluations and are within the approved budget for both WCPA Delano and Lost Hills.

Board Chair Person, Samer Mohamed presented the Oral Recommendation and Approval of Chief Business Officer Compensation. The Academy seeks Board approval for the Chief Business Officer's compensation, including a COLA salary increase and performance bonus, aligned with staff evaluations and based on comparable studies in similar institutions.

Executive Director of Programming and Partnerships, Lupe Sanchez presented the draft 2024-2025 Local Control and Accountability Plan for the Delano campus. The LCAP is updated annually over a three-year period. The 2023-2024 plan outlines the Academy’s goals, specific actions with associated expenditures, and metrics for measuring progress, addressing the needs of all students, including English learners, students with disabilities, foster and homeless youth, and low-income students for our Delano Campus.

WCPA has evaluated data from the 2023-24 school year and presented the results on local indicators to the Board of Directors alongside the adoption of the 2024-25 LCAP.

WCPA Delano will receive an additional $1.1 million in ELOP funding for 2024-25, and LCFF COLA revenue increased by about 1.07%. Staff costs decreased by $2 million, benefits increased by 3%, and supplies and operations are expected to decrease by $1 million.

WCPA Lost Hills will receive an additional $540K in ELOP funding for 2024-25, and LCFF COLA revenue increased by about 1.07%. Staff costs decreased by $300K, benefits increased by 3%, and supplies and operations are expected to decrease by $400K.

California's Education Protection Account (EPA) was established in November 2012 through Proposition 30 to fund schools and public safety with increased taxes. For Wonderful College Prep Academy (Lost Hills), the EPA allocation of $6,502,570 will support teacher salaries and benefits.

California's Education Protection Account (EPA) was established in November 2012 through Proposition 30 to fund schools and public safety with increased taxes. EPA funds, distributed quarterly, cannot be used for administrative salaries or costs. For Wonderful College Prep Academy (Lost Hills), the EPA allocation of $102,460 will support teacher salaries and benefits.

Chief Business Officer, Mike Romero presented the 2024-2025 Spring Consolidated Application (ConApp) - Delano.  Wonderful College Prep Academy is using the ConApp to apply for Title I, Title II, and Title III funding. The application included in this packet is an interim report.

California voters approved Proposition 28 on November 8, 2022, to support arts instruction starting in the 2023–24 school year; however, WCPA did not use the funds in that year due to developing state spending guidelines, so no funds were allocated for additional arts staffing, training, supplies, or materials.

The program, funded by the ELO-Program grant, will support grades TK-7 with afterschool, intercession, and summer sessions, and will employ approximately 18 staff members in the Delano Campus. 

Chief Business Officer, Mike Romero presented to ratify Agreement No. 2023/24-17 with Elevo. Elevo will partner with WCPA to offer expanded learning enrichment programming at the WCPA Lost Hills campus for the 2024-25 school year. The program, funded by the ELO-Program grant, will support grades TK-7 with afterschool, intercession, and summer sessions, and will employ approximately 9 staff members in the Lost Hills Campus. 

Chief Business Officer Mike Romero presented an amendment to Agreement No. 2023/24-01 with Charter Impact, LLC. The amendment seeks approval for a Bookkeeping and Accounting Services Agreement, with annual fee increases capped at 3% based on the California LCFF cost of living adjustment (COLA) for Business Management, Payroll, and Student Data Services.

Chief Business Officer Mike Romero presented the adoption of Resolution No. 2023/24-02. The Food Services Department's RFP for fresh produce and services for the 2024-25 school year at Delano and Lost Hills received only one proposal. The RFP Review Committee recommends awarding the contract to FreshPoint Central California, Inc. based on service, quality, price, and suitability.

Chief Business Officer Mike Romero presented the adoption of Resolution No. 2023/24-03. The resolution addresses the RFP for food services program staffing for the 2024-25 school year at Delano and Lost Hills. With only one proposal received, the RFP Review Committee recommends awarding the contract to Lyneer Staffing Solutions, LLC based on service, satisfaction, pricing, performance requirements, and suitability. The motion passed with the provision to further discuss rates with Lyneer.
