Chief Facilities Officer Marcus Morillo presented the annual review and updated Student Wellness Policy for Wonderful College Prep Academy (Delano). No significant changes were made from the previous version.

Chief Business Officer Bill Toomey presented the ELO- Plan for review and approval. This ELO-P Plan includes WCPA’s use of the funding to provide Expanded Learning Opportunities throughout the school year both after school and during breaks (Fall Break and Spring Break).

In addition, WCPA’s Summer Academy will be funded through this program to help support student achievement and provide additional social-emotional learning opportunities for students.

The LCAP Federal Addendum is a requirement for LEAs receiving federal funds and is meant to supplement the LCAP to ensure that eligible LEAs have the opportunity to meet the Local Educational Agency (LEA) Plan provisions of the Every Student Succeeds Act (ESSA). The LCAP Addendum addresses how WCPA will plan to use federal funds while adhering to the restrictions placed on Title Funds.

Interim Senior Director of Academics Megan Palomo presented the revised Universal PreKindergarten Plan ("UPK Plan") that was previously approved by the Board of Directors on June 30, 2022. Each school receiving funds under the UPK Program is required to develop a plan articulating how all children in the attendance area of the LEA will have access to full-day learning programs the year before kindergarten that meet the needs of parents. WCPA Delano's UPK Plan includes revisions to the following elements due to changes in curriculum and assessment for the transitional kindergarten (TK) program requirements: (1) Removal of ASQ, NWEA, Dibels Assessments; (2) Inclusion of Brigance Assessment.

Mr. Morillo presented the request for approval of Agreement No. 2022/23-10 with Kern County Superintendent of Schools (“KCSOS”) for bus maintenance and other transportation services. Kern County Superintendent of Schools has been identified as a qualified partner to oversee the maintenance of the Wonderful College Prep Academy Transportation Fleet. Services include, but are not limited to, Vehicle Maintenance and other Transportation Services. 

Mr. Morillo presented the request for approval of the Transportation Safety Plan (“Plan”). The plan is a requirement for any school that provides transportation to or from a school or school activity. The provided plan is in adherence to the policies and provisions of the California Education Code (Section 39831.3), California Code of Regulations and polices of Wonderful College Prep Academy.

Mr. Morillo presented the request for approval of Agreement No. 2022/23-11 with Central Sanitary Supply for janitorial supplies.  In partnership with their consultants, Wonderful College Prep Academy has negotiated reduced pricing for high velocity Janitorial Supplies that will result in an average cost savings of 9% from the previous year.

Mr. Morillo presented the request to approve the Agreement with Mobile Modular Management Corporation (“MMMC”) for Modular Facilities Lease. The Board had previously approved the contract terms for the 2022-2023 school year. MMMC will provide the Academy with four (4) Classroom Modular Buildings and ramps.
