This meeting is being held in accordance with the Brown Act as currently in effect under the State of Emergency Services Act, the Governor’s Emergency Declaration related to COVID-19, and the Governor’s Executive Order N-29-20 issued on March 17, 2020, that allows the Board to conduct the meeting and the Board members and the public to participate by teleconference, videoconference, or both.

II. Public Hearing

A.

Revision to 2021-2022 Local Control & Accountability Plan for Wonderful College Prep Academy (Delano)

Chairperson Castellanos opened the public hearing for the review of the revisions to the 2021-22 LCAP's for both the Delano and Lost Hills campuses for public comment.
Superintendent Manuel presented the updated metrics and additions to the 2021-2022 Local Control & Accountability Plan for the Delano campus. The goals and actions presented previously remained the same.
Chairperson Castellanos asked the public for any comments and feedback. No public comments were provided.

Revision to 2021-2022 Local Control & Accountability Plan for Wonderful College Prep Academy - Lost Hills

Superintendent Manuel presented the updated metrics and additions to the 2021-2022 Local Control & Accountability Plan for the Lost Hills campus. The goals and actions presented previously remained the same.
Chairperson Castellanos asked the public for any comments and feedback. No public comments were provided.

Revision to Independent Study Policy for Delano

Chairperson Castellanos opened the Public Hearing for the Independent Study Policy. Independent Study regulations require the Board to consider, in a public hearing, (1) the scope of its existing or prospective use of independent study as an instructional strategy, (2) its purposes in authorizing independent study, and (3) factors bearing specifically on the maximum realistic lengths of assignments and acceptable number of missed assignments for specific populations of students.
Superintendent Manuel presented the revisions to the Independent Study Policy for the Delano campus. Updates to the new policy incorporate new legal requirements from Assembly Bill 130 including each that LEAs must have a plan to offer independent study to all pupils in emergency situations resulting in disruption of in-person instruction or a reduction in ADA. It also clarifies that the policy is intended to provide short-term independent study as an optional alternative instructional strategy for WCPA students in limited circumstances.

Superintendent Manuel presented the revisions to the Independent Study Policy for the Lost Hills campus. Like the previous policy, updates to the new policy for the Lost Hills campus incorporate new legal requirements from Assembly Bill 130 including each that each school must have a plan to offer independent study to all pupils in emergency situations resulting in disruption of in-person instruction or a reduction in ADA. It also clarifies that the policy is intended to provide short-term independent study as an optional alternative instructional strategy for WCPA students in limited circumstances.

E. Unruh made a motion to approve the 2021-22 Wonderful College Prep Academy Employee Handbook for Delano and Lost Hills.
P. Martinez seconded the motion.
Superintendent Manuel presented the updated employee handbook for the Delano and Lost Hills campuses. Significant updates to the 2021-22 handbook included legal updates to clarify language to the following policies: Meal Periods; Recovery Breaks; Sick Leave; Family Care and Medical Leave; Paid Family Leave Benefits; Rights for Victims of Domestic Violence, Sexual Assault Stalking & Other Crimes; and Updates to Employee Dress Expectations.

P. Martinez made a motion to approve the 2021-22 Wonderful College Prep Academy Student and Family Handbook for Delano and Lost Hills.
E. Unruh seconded the motion.
Superintendent Manuel presented the updated Student and Family Handbook to the Board. Significant updates to the 2021-22 handbook included legal updates; updates to the COVID-19 Addendum; regular annual updates; and other updates to reflect current practice at WCPA.

Action Item: COVID-19 Safety Plan for Delano

E. Unruh made a motion to approve the COVID-19 Safety Plan for Wonderful College Prep Academy (Delano).
P. Martinez seconded the motion.
Marcus Morillo, Senior Director of Operations, presented the updated COVID-19 Safety Plan for the Delano campus. The revised plans have been updated based on new guidance from the California Department of Public Health for K-12 schools. The plan includes multi-layered enhanced health and safety strategies including: 1) Face Coverings & PPE for all students and staff; 2) Temperature Checks & Wellness Screenings upon campus entry; 3) Enhanced Cleaning & Sanitization Measures; 4) Contact Tracing; and 5) COVID-19 Testing.
