Superintendent Manuel provided a brief update regarding the December 2020 vendor payments for both the Delano and Lost Hills campuses and included that the proposed new Board of Directors meeting date is Tuesday, March 16, 2021, which will be held virtually. Consent Agenda Items A-D were approved as presented with one motion.

Action Item: Approval of School Accountability Report Card - Delano
E. Unruh made a motion to approve the School Accountability Report Card for Wonderful College Prep Academy (Delano).
M. Moreno seconded the motion.
Superintendent Manuel presented the School Accountability Report Card ("SARC") for Wonderful College Prep Academy (Delano). All California public schools are required to prepare a SARC annually and post them publicly. SARCs are intended to provide the public with important information about each public school and to communicate a school's progress in achieving its goals. Due to COVID-19, standardized testing results by grade and/or student demographics were not included as students did not participate in testing during the 2019-2020 school year.

Information Item: Discussion of the 2020-21 School Plan for Student Achievement (SPSA) - Delano and Lost Hills
Dr. Manuel presented the School Plan for Student Achievement ("SPSA") information item to the board. The SPSA is a required report for schools that operate a Title I, Part A schoolwide program. Charter schools are permitted to use their Local Control Accountability Plan ("LCAP") in place of a SPSA to meet federal school planning and stakeholder requirements. As schools were not required to submit a traditional LCAP for the 2020-21 school year as a result of the COVID-19 pandemic, WCPA will be drafting a SPSA for WCPA-Delano and WCPA-Lost Hills this year. The SPSA will be reviewed and approved by the ELAC/DELAC, School Site Council, and Board of Directors.
IV. Regular Agenda - Finance and Operations
A.
Information Item: Monthly Business Report - Delano
Ms. Castillo presented the Monthly Business Report for WCPA Delano and provided an updated financial forecast based on the latest expenditures presented to the Board of Directors. Board Member Unruh asked for an update to the deferral payment schedule if any was provided by the most recent plan proposed by the Governor. Superintendent Manuel indicated that WCPA has a plan to help WCPA address the deferred payment schedule.
B.
Information Item: Monthly Business Report - Lost Hills
Ms. Castillo presented the Monthly Business Report for WCPA - Lost Hills and provided an updated financial forecast based on the latest expenditures presented to the Board of Directors.
V. Regular Agenda - Human Resources/Talent/Academics
A.
Action Item: Ratification of Agreement No. 2020-026 between Springboard Collaborative and Wonderful College Prep Academy for Learning Accelerator Program
E. Unruh made a motion to ratify Agreement No. 2020-026 between Springboard Collaborative and Wonderful College Prep Academy for Learning Accelerator Program.
D. Criona seconded the motion.
Superintendent Manuel presented the agreement between WCPA and Springboard which will provide Academy students and teachers with services to help families, staff, and students in grades TK-3 to assist students in achieving reading goals. The services include: (1) Individual consultation services with School Leaders; (2) Virtual professional development opportunities for teachers: (3) Training and support services for families; and (4) Platform with e-books, instructional resources, family workshops and curricula to promote student achievement both in and out of the classroom. This program will be made available to both the Delano and Lost Hills campuses for 360 students for a total cost of $109,000. WCPA will use Learning Loss Mitigation Funds to pay for the services listed in this agreement.

Information Item: 2020-2021 Process for Evaluation of Superintendent
Chairperson Castellanos discussed the 2020-2021 Superintendent Evaluation process and recommended the use of the BoardOnTrack School Leader Evaluation process integrated within the platform. The evaluation can be customized by the Board of Directors and the Superintendent to ensure the Academy’s priority areas are assessed. The process for evaluating the Superintendent during the 2020-21 school year is as follows:
- Appointment of an Ad Hoc Superintendent Evaluation Committee at the February board meeting.
- Committee and Superintendent will work together to tailor the evaluation tool and create a streamlined process with feedback from and reporting to the Board.
- The committee will facilitate a final year-end review and report to the Board in closed session.

A.
Superintendent's Report
a. Enrollment Update
Superintendent Manuel provided the Board with the Fall 2020 enrollment summary by month for both the Delano and Lost Hills campuses. Enrollment for the Delano campus continues to be just under 2,000 students for TK-12th grade. The Lost Hills campus has 400 students in the TK-9th grade program.
b. WCPA COVID-19 Response
Superintendent Manuel provided an update with the Academy’s COVID-19 response and plan for reopening based on the new "Safe Schools for All Plan" proposed by the Governor. This new plan consolidates previous guidance and outlines school reopening with priority going to the younger grades (TK-6th grade). It also includes new school reopening requirements and guidelines for COVID-19. An update will be provided at the next Board of Directors meeting.
c. Strategic Priorities and Goals
Superintendent Manuel provided the Board with an update on his strategic priorities for WCPA. Since the previous Board meeting, WCPA has amended the grading policy for all students in December in accordance with CDC and state recommendations to allow students with failing grades to make up assignments or complete alternative work to help them receive a passing grade. These modifications were made using an individualized work plan created by the student's teacher. Additionally, student NWEA growth results in both Math and ELA were presented with the latest student testing results for the Fall 2020 semester.
