Board Chair Samer Mohamed reported the Local Educational Agencies (LEAs) are required to annually measure and report their progress on local indicators for the California School Dashboard. For the 2026-27 local indicators, WCPA reviewed and reflected on data from the 2025-26 school year. The results were presented to the Board of Directors in conjunction with the adoption of WCPA's Local Control and Accountability Plan LCAP).

Board Chair Mohamed reported the Local Control and Accountability Plan (LCAP) is a key component of California's Local Control Funding Formula (LCFF) and Sires as a three-year plan that is updated annually. The plan outlines the Academy's goals for student success, the actions and expenditures needed to achieve those goals, and the metrics used to measure progress. It also addresses the needs of all students, including English learners, student with disabilities, foster and homeless youth, and low-income students. 

Board Chair Mohamed presented the 2026-2027 budget projects enrollment of 1,860 students with an ADA rate of 94%, and LCFF COLA revenue is expected to increase by approximately 4.31% compared to 2025-2026. Staffing costs will increase by S1.2 million due to salary schedule adjustments, longevity eligibility, and additional support staff, while employee benefits will rise by approximately $161,530 (4%). These increases are partially offset by an $836,000 reduction in supplies and operations costs, resulting in a projected surplus of approximately $124,000.

Staff costs are projected to rise by $147,000 due to salary schedule updates and additional staffing, while employee benefits will increase by approximately $45,229 (4%). Supplies and operations cost are expected to decrease by 500,000, resulting in a projected surplus of approximately $125,000.

Chief Engagement and Partnerships Officer Lupe Sanchez presented to the board the California established the Education Protection Account (EPA) through proposition 30 in 2012 to provide funding for schools. Although EPA funds are part of a school's general funding, they cannot be used for administrative salaries, benefits, or other administrative cost, and their use must be approved annually at a public board meeting. For Wonderful College Prep Academy -Delano, the EPA allocation is $5,116,000 and will be used to support teacher salaries and benefits.

Management recommends Board approval for coverage from July 1, 2026, through June 30, 2027, at an annual premium of $752,800. The insurance would protect the Academy from high-cost claims and reduce financial risk from unexpected healthcare expenses.

Ms. Sanchez presented key provisions of the plan effective July 1, 2026, noting that all employees are eligible to participate and may make elective deferrals up to IRS limits. The Academy will not provide employer contributions or matching funds. Participants may choose from CalSTRS Pension2 investment options, and there is no fiscal impact beyond standard payroll administration.

Ms. Sanchez presented that Wonderful College Prep Academy - Delano seeks to engage Mesa to perform the HVAC assessment services, which represent the final phase of the Grant.  Work is scheduled to be completed between June and September 25, 2026, and Mesa will comply with all applicable Grant requirements and legal obligations necessary for project completion and Grant closeout. WCPA is finalizing the Agreement and requests that the Board approve the Agreement substantially as presented, authorize the Chief Business and Operations Officer or Superintendent to negotiate and finalize the Agreement provided no material increase in financial obligations occurs, and authorize the Superintendent to execute the Agreement.

Ms. Sanchez presented that Wonderful College Prep Academy - Lost Hills seeks to engage Mesa to perform the HVAC assessment services, which represent the final phase of the Grant.  Work is scheduled to be completed between June and September 25, 2026, and Mesa will comply with all applicable Grant requirements and legal obligations necessary for project completion and Grant closeout. WCPA is finalizing the Agreement and requests that the Board approve the Agreement substantially as presented, authorize the Chief Business and Operations Officer or Superintendent to negotiate and finalize the Agreement provided no material increase in financial obligations occurs, and authorize the Superintendent to execute the Agreement.

Ms. Sanchez presented the updated 2026–2027 Wonderful College Prep Academy Employee Handbook for Delano and Lost Hllls to the Board for approval. With the revisions to school closure procedures, professional boundaries, company vehicle use, employee dress code, sick leave, rules of conduct, and legal and regulatory requirements to ensure the Handbook remains current and aligned with organizational policies and applicable laws.

Ms. Sanchez presented the 2026–2027 Student & Family Handbooks for the Delano and Lost Hills campuses for Board review and approval. The updates align policies with current WCPA practices, California Education Code requirements, and legal standards, including revisions to the discipline framework, suspension and expulsion procedures, transportation expectations, restorative response systems, and other non-substantive changes.

Ms. Sanchez presented Resolution No. 2024/25-04 for Board approval, authorizing teacher instruction pursuant to Education Code Section 44256(b). The resolution annually authorizes an eligible teacher holding a Multiple Subject or Standard Elementary credential to teach in a departmentalized classroom below grade 9 after meeting the required subject-matter coursework requirements.

Ms. Sanchez presented the CalSTRS required changes which included updates to the Articles of Incorporation, Amended Bylaws, update to the Delano and Lost Hills Charter Petitions with these changes reflected. Once approved, WCPA will submit the CalSTRS Certification forms in advance of the June 30, 2026 deadline.

Consent Agenda Items VIII-A through VIII- X were approved in one motion as presented.

Superintendent Aguilar presented the request for approval of the recommended just and reasonable compensation for staff that are not on a step and column. The suggested COLA increase of 3.0% for the 51 employees total cost is $126,816 that has been accounted for in the 2026-2027 Operating Budgets for both Wonderful College Prep Academy and Wonderful College Prep Academy – Lost Hills.
