Draft of 2026-2027 Local Control Accountability Plan for Wonderful College Prep Academy (Delano)

Chief Engagement and Partnerships Officer Lupe Sanchez presented at the board meeting on the Local Control and Accountability Plan (LCAP), a school district planning tool that outlines how resources are invested to improve student outcomes. It sets goals for student success, focuses on equity and supporting high-need students, guides funding for staff and programs, and incorporates input from parents, staff, and students for the Delano campus.

Information Item: Academic Update - End of Year Testing (SBAC and NWEA) and Summer Program

Chief Academic Officer Megan Palomo presented updates on End-of-Year assessments, including the SBAC (Smarter Balanced Assessment Consortium) and NWEA (Northwest Evaluation Association) results, as well as outcomes for the summer program.

B.

Information Item: Board of Directors Student Graduation Award

Ms. Palomo presented that the Wonderful College Prep Academy Board of Directors will present a Distinguished Scholar Award, which recognizes one outstanding student from each of the Delano and Lost Hills campuses. Selections should be submitted directly to Megan by Monday, May 31st.

Mr. Romero presented the updated monthly business report for the April 2026 Lost Hills Campus

Action Item: Approval for Wonderful College Prep Academy to Transition to a Self-Funded Health Benefits Model for 2026-27

E. Unruh made a motion to approve Wonderful College Prep Academy to Transition to a Self-Funded Health Benefits Model for 2026-27.
M. Canales seconded the motion.

Mr. Romero presented a proposal for WCPA to transition employee health benefits from a fully insured model to a self-funded model beginning in FY 26–27. A feasibility analysis indicates the approach is fiscally sound, offering improved cost transparency, plan flexibility, and potential long-term savings. The plan would be administered by Marsh McLennan and include stop-loss coverage for high-cost claims, operating under ERISA regulations, with costs expected to remain favorable compared to current premiums and regular reporting provided to the Board.

Mr. Romero presented the Wonderful College Prep Academy tax returns (Forms 990 and 199) for the 2024–25 fiscal year. These returns were prepared using information from the annual audit previously reviewed and approved by the Board.

Ms. Sanchez presented the Update on Western Association of Schools and Colleges (WASC) Progress Report for Delano.

Action Item: Approval of Amended 2025-2026 Student and Family Handbook - Delano and Lost Hills

E. Unruh made a motion to approve the Amended 2025-2026 Student and Family Handbook - Delano and Lost Hills.

Ms. Sanchez presented the amended 2025–2026 Student and Family Handbook for the Delano and Lost Hills campuses. The updates align the handbook with current California Education Code requirements and recent legislation related to student discipline, suspension and expulsion procedures, and student supports.

B. Perlado made a motion to approve the Declaration of Need for Fully Qualified Educators - Delano and Lost Hills.
J. Aguilar seconded the motion.

Ms. Sanchez presented the annual Declaration of Need for Fully Qualified Educators submitted to the California Commission on Teacher Credentialing, which allows the Academy to employ educators who are not yet fully credentialed due to statewide shortages in hard-to-fill subject areas such as math, English, and science. The Academy continues recruitment through May and June with the goal of completing hiring by the end of June, and the declaration also confirms WCPA’s participation in University Intern Credential Programs.

Ms. Sanchez presented the Annual Statement of Need for 30-day substitutes and CTE substitute permits submitted to the California Commission on Teacher Credentialing, authorizing the use of emergency substitute teachers when fully credentialed staff are unavailable or not qualified.

Ms. Sanchez presented the annual review and approval of the Local School Wellness Policies for Wonderful College Prep Academy Delano and Lost Hills Campuses. Updates to the policies included revised titles for School Wellness Committee members and other non-substantive changes.
