Chief Academic Officer Megan Palomo presented an overview of performance on state measures.

Information Item: Wonderful College Prep Academy - Lost Hills Differentiated Assistance (DA) Eligibility Status
Ms. Palomo provided an overview of how the California School Dashboard guides the COE’s differentiated assistance for charter schools in Delano and Lost Hills when one or more student subgroup does not meet performance standards in two or more LCFF priority areas, with support focused on building capacity to address identified needs.

Action Item: Adoption of Amended Resolution No. 2025/2026-03 approving Agreement No. 2025/2026-07 between Kern Community College District, Bakersfield College and Wonderful College Prep Academy for the College and Career Access Pathways Partnership
Chief Business Officer Mike Romero presented a request for approval of a revised College and Career Access Pathways Partnership Agreement between WCPA and the Kern Community College District, with minor language changes to the agreement previously approved on August 21, 2025. The agreement enables Bakersfield College to offer dual enrollment courses to WCPA students to support college and career readiness, improve graduation rates, and create seamless pathways to community college.

Action Item: Adoption of Amended Resolution No. 2025/2026-04 approving Agreement No. 2025/2026-08 between Kern Community College District, Bakersfield College and Wonderful College Prep Academy - Lost Hills for the College and Career Access Pathways Partnership
Mr. Romero presented on WCPA’s request for approval of the College and Career Access Pathways Partnership Agreement with the Kern Community College District (KCCD). Although the Board approved the Agreement on August 21, 2025, KCCD has requested approval of a revised version with minor language modifications. The Agreement allows Bakersfield College to offer dual enrollment courses to WCPA students to support college and career readiness, improve graduation rates, and create pathways to community college and career technical education or transfer.

Information Item: 2024-2025 Independent Financial Audit Update
Mr. Romero presented that due to the federal government shutdown this fall, WCPA is unable to complete the annual financial audit by the December 15 statutory deadline. The Kern County Superintendent of Schools has requested an extension of the 2024–25 audit to January 29, 2026, from the State Controller’s Office and the California Department of Education. No further action is required at this time, and staff will present the completed audit for final approval in January 2026.

Action Item: Appointment of Audit Committee Members for 2025-26 Audit Report
Chief Engagement and Partnerships Officer Lupe Sanchez presented to the Board that, pursuant to the Academy’s Fiscal Policies and Procedures, the Governing Board will appoint an Audit Committee by January 1 of each year.

Action Item: Approval of Amended San Joaquin Valley Air Pollution Control District Public Benefit Grants Program - New Alternative Fuel Vehicle Purchase and Resolution No.2025/26-01 and Resolution No.2025/26-02 for WCPA and WCPA - Lost Hills
Mr. Romero presented to the Board a request for authorization for Wonderful College Prep Academy to submit revised New Alternative Fuel Vehicle Purchase grant applications for the Delano and Lost Hills campuses. The Grant Program provides up to $20,000 per vehicle, with a $100,000 annual cap per agency. Although the Board approved the applications on August 21, 2025, WCPA is revising them to request additional funding to cover the full purchase cost.

Action Item: Approval of Transportation Office - Modular Project
Mr. Romero presented a request for Board approval of the Transportation Office Modular Project at the Wonderful College Prep Academy (Delano) campus. The project will provide an improved work environment for the Transportation team. It will also add needed space and technology upgrades to better serve students and families.

Information Item: Allspring - Money Market Account
Mr. Romero reported, following legal counsel’s review, the Academy must adopt an investment policy and designate authorized individuals before proceeding with the Allspring Money Market Account. The policy will identify the position responsible for investment decisions, and the Conflict of Interest Code will be updated to reflect these duties. Staff will work with legal counsel to draft the necessary language for presentation and possible adoption at the next regular Board meeting.

Action Item: Approval of 2026-27 Enrollment Targets – Delano & Lost Hills
Ms. Sanchez presented the 2026–27 Open Enrollment window, which will run from October 1, 2025 through January 15, 2026. Enrollment targets are based on budget, staffing, programmatic needs, and facility capacity, and will guide recruitment efforts and the public random drawing.

Superintendent Jorge Aguilar presented that the Academy seeks approval of the updated 2025–2026 Student and Family Handbook. The update revises the secondary (Grades 7–12) cell phone policy at the Delano and Lost Hills campuses by increasing restrictions during breaks and lunch, while allowing access during emergencies and for family contact.

Mr. Romero advised the Board that Wonderful College Prep Academy seeks approval of two agreements with Medical Billing Technologies, Inc. The agreements cover the CYBHI Billing Contract and the LEA Medi-Cal Direct Billing (LEA BOP) Contract. Under these agreements, MBT will assist WCPA with billing and claims reimbursement for both programs.

Action Item: Approval of Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule Participation Provider Agreement - Delano and Lost Hills
Mr. Romero presented to the Board a request for approval of the Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule Participation Provider Agreement (PPA) with the California Department of Health Care Services (DHCS). Wonderful College Prep Academy and WCPA Lost Hills have been accepted into CYBHI Cohort 5, which will allow the Academy, in partnership with Kern County Superintendent of Schools and DHCS, to receive reimbursement for providing behavioral health services beginning next semester. Staff is working with DHCS to finalize the PPA and requests Board approval in substantially the form presented.

Mr. Romero presented on Wonderful College Prep Academy request for Board approval of the LEA Medi-Cal Billing Option Program Provider Participation Agreement with DHCS. The optional LEA BOP allows LEAs to recoup allowable costs for providing covered health services to students enrolled in Medi-Cal. WCPA is finalizing the PPA with DHCS and requests Board approval in substantially the form attached.
