A.

Quarterly Discipline Report (Information)

CASLV School Safety, Security, and Student Success Coordinator Ms. Paquin presented the quarterly discipline report in detail. She explained that the Quarter 4 report was not yet due and would be available on June 22; therefore, she presented the Quarter 3 report and provided a review of Quarters 1 and 2. Ms. Paquin also discussed the development and implementation of restorative justice plans.

 

 

B.

Report of Purchases and Expenses Between $10,000 and $25,000 (Information)

Dr. Ercan Aydogdu reviewed purchases between $10,000 and $25,000. No action was taken.

C.

Construction and Facilities Updates (Information)

Mr. Nick provided construction updates for all campuses, including the Nellis expansion and modernization projects. Board members were invited to tour the Nellis AFB construction site. No action was taken.

D.

Executive Director’s Progress Report (Information)

Dr. Ercan Aydogdu presented the Executive Director’s Progress Report and provided updates on organizational initiatives, student achievements, campus events, and upcoming activities across CASLV.

 

2026 Teacher & Staff Appreciation End-of-Year Celebration
Dr. Ercan highlighted the successful 2026 Teacher & Staff Appreciation End-of-Year Celebration, recognizing honored guests, including Governor Joe Lombardo, Nellis AFB leaders, Board President Chan Lengsavath, Board Secretary Beth Kazelskis, and event sponsors.

The Board received a summary of the End-of-Year Celebration financials.

 

Student Achievement Highlights

  • Windmill Speech & Debate
    • Delilah L. earned 1st Place in Congressional Debate and 2nd Place in Informative Speaking.
    • Aswinth C. earned 1st Place in Original Oratory.
    • Chastity A. achieved a top ranking in Original Oratory.
  • Sandy Ridge Science Olympiad teams placed 5th (Division B) and 10th (Division C) at the Nevada State Tournament.
  • Sandy Ridge hosted the All-Girls Math Tournament with over 75 participants, and 22 Coral Academy students earned medals.
  • Sandy Ridge Model UN earned the Best Small Delegation Award for the fourth consecutive conference.
  • Sandy Ridge received the GreatSchools College Success Award.
  • Cason N. (Sandy Ridge) received the Rochester Institute of Technology Humanities and Social Sciences Award.
  • Ivan H. (Eastgate) earned 3rd Place in the PBS Kids Writers Contest and received a published storybook, a UNLV StoryLab Summer Camp scholarship, and additional educational awards.
  • Sandy Ridge students received National Community Service Awards, including 19 UNA-USA National Community Service Awards and 6 Zero Hunger Awards.

Student Activities, Athletics & Extracurricular Highlights

  • Sandy Ridge CMLP students toured UCLA, USC, the Getty Museum, and Santa Monica Pier as part of a college exploration trip.
  • Cadence CMLP students visited UC Irvine and Chapman University.
  • Cadence Robotics teams competed at the VEX World Championship, with the middle school team finishing 26th in its division and the elementary team placing 33rd.
  • Cadence Cheerleading Team placed 5th at the NCSAA Cheerleading Championships.
  • Nellis AFB Boys Varsity Volleyball finished the season with an 8-2 record and earned Runner-Up honors.
  • Centennial Hills students earned 5th Place and a $3,000 scholarship in Junior Achievement's "Swimming with the Big Fish" competition.
  • Sandy Ridge Swim Team reported that 95% of swimmers qualified for Regionals, with special recognition given to Caiden, Yushi, and Crystal for outstanding performances.
  • Centennial Hills students received multiple awards at the Clark County Fair for Art and Photography.
  • Eastgate students were selected for publication in the Young Artists National Drawing Contest.
  • Tamarus kindergarten students and Sandy Ridge high school students collaborated on a cross-campus art project.
  • Windmill students presented a Fine Arts Music Concert featuring selections from numerous Broadway productions.
  • Campuses hosted numerous student engagement activities including Career Day, Spring Festivals, Field Days, Multicultural Family Night, Dance Night, author visits, and community celebrations.

Community & Military Partnerships

  • Nellis AFB Campus hosted several military appreciation and community engagement events, including visits from:
    • Assemblywoman Erica Mosca
    • World Wrestling Entertainment (WWE) and United Services Organizations (USO) representatives
    • Chief Master Sergeant Karissa L. Gunter during the Purple Up Assembly.
  • Nellis AFB campus students, staff, and parents participated in the Month of the Military Child celebration.

Graduation & Promotion Ceremonies

  • The Board received updates on successful graduation and promotion ceremonies held across all Coral Academy campuses.
  • Sandy Ridge High School Graduation featured guest speakers Clark County Commissioner James B. Gibson and Congresswoman Dina Titus.
  • Sandy Ridge 8th Grade Promotion featured Nell Christensen, Chief Deputy District Attorney.
  • Nellis AFB 8th Grade Promotion featured Chief Master Sergeant Karissa L. Gunter.
  • Centennial Hills Promotion featured Senator Carrie Buck and Assemblymember Selena Torres-Fossett. 
  • Promotion ceremonies were also held at Windmill, Eastgate, Tamarus, Centennial Hills, and Cadence campuses.

VI. Discussion & Possible Action Items- Contracts, Purchases, and Procurements

A.

Contract Amendment for Martin Harris Construction – Fire Allowance, Eastgate Campus Front Desk Renovation (For Possible Action)

Mr. Nick indicated at the April 8th Board meeting that the Board approved Martin-Harris as the general contractor for $1,054,106. In this cost, Martin-Harris had an allowance of $45,000 for the fire alarm. Martin-Harris needs to increase that allowance by $24,746.71. 

 

Martin-Harris’s reasoning for why they were short on their allowance: After performing our due diligence to obtain information through pre-bid RFI’s, email communications, and phone calls, we were unable to receive subcontractor participation nor enough information to reasonably determine the required scope of work before bid proposals were due. 

 

Since then, Martin-Harris has communicated with multiple alarm contractors and found out that the current alarm system is discontinued. Martin-Harris was able to find alarm contractor American Fire, who do have enough parts and equipment that can work with the current system. This is critical, because the alternative would have been to completely overhaul the entire system, which would’ve cost significantly more. 

 

It is important to note that the timeline for the fire alarm work is dependent on the City of Henderson’s fire review team. 

Melinda Kabar made a motion to approve Martin-Harris for the fire alarm allowance change order of $24,746.71 - increasing the total cost to $1,078,852.71.

B.

Amendment of the Ninyo and Moore agreement for third-party inspection (For Possible Action)

Mr. Nick explained at the March 10th Board meeting, the Board approved Ninyo & Moore for third-party inspections of the Nellis AFB expansion project for $161,865. The scope of work of the original agreement was for inspections of the foundation, concrete pads, and structural steel of the physical facility construction for the expansion. 

 

This change order is to include inspections for utilities (trenchwork) and parking (paving and roads). Generally, these inspections are not a requirement. However, this is something requested by the general contractor Core. Without any jurisdiction overseeing inspections, these additional inspections would be helpful to ensure that utility trenching and paving are properly prepared, graded, and compacted

Melinda Kabar made a motion to approve Ninyo & Moore for the additional inspections change order of $15,158 - increasing the total cost to $177,023.

VII. Discussion/Possible Action Items-Governance/Policies/Finance

A.

Election of Board Members (for four Board posts with expiring terms) (For Possible Action)

The Board re-elected the eligible board members. Ms. Kazelskis announced her decision to step down from the Board but offered to continue serving until a replacement is appointed. All board members were unanimously re-elected and agreed to remain in their current positions. 

Melinda Kabar made a motion to re-elect the following board members and have them remain in their current positions: (1) Kazelskis, Elizabeth (2) Legsavath, Chan (3) Tandogan, Feyzi (4) Warren, Dr. Carryn.

B.

Lottery Policy Update (For Possible Action)

Ms. Lynch presented this indicating that currently, the enrollment priority structure allows applicants to receive sibling priority if they have a sibling who is expected to enroll in the upcoming school year, even if neither student is currently attending Coral Academy. 

 

During the 2026 enrollment cycle, administration identified situations in which priority was being granted based on anticipated future enrollment rather than an existing connection to the school. This created inconsistencies in how enrollment priority was applied and raised concerns regarding equitable access for applicants. 

 

Additionally, SPCSA encouraged the school to review and clarify its sibling priority structure following issues experienced during this year’s enrollment process. 

 

To improve consistency, transparency, and fairness, administration is proposing that applicants receiving sibling consideration based solely on future enrollment be placed below military priority and above general applicants within the enrollment hierarchy. 

 

This adjustment maintains consideration for families with multiple children while better aligning priority with current enrollment status and established need.

 

The Board shared extensive feedback regarding this item and expressed a desire for aesthetic revisions to enhance the overall appearance and presentation.

 

Melinda Kabar made a motion to approve the proposed revision to the enrollment priority structure for the 26/27 school year; however, staff will come up with language that better fits and explains the substance discussed today.

C.

Extra Personal Time Off Day (PTO) For Longevity (For Possible Action)

Ms. Peevy explained that CASLV currently provides eligible employees with 12 Personal Time Off (“PTO”) days annually. In recognition of employee longevity and continued dedication, we are recommending a PTO recognition benefit beginning with the 2026–2027 school year:

The proposed policy keeps the current annual PTO allotment of 12 days for eligible CASLV employees while adding additional PTO days based on years of continuous service beginning in the 2026–2027 school year.

 

Under the proposal:

 

  • Employees who complete 10 years of uninterrupted service with CASLV would receive 1 additional PTO day, for a total of 13 PTO days annually during their 11th through 15th years of employment. 
  • Employees would receive another additional PTO day after completing 15 years of service. 
  • Employees would receive one more additional PTO day after completing 20 years of service. 

The policy is intended to recognize employee longevity and dedication to CASLV.

Additionally, employees who received a one-time extra PTO day during the 2025–2026 End-of-Year recognition celebration would not receive an extra day on top of the new policy totals. Instead, if approved, the new ongoing PTO structure would replace the one-time recognition benefit.

Melinda Kabar made a motion to approve the CASLV Employee PTO Recognition Benefit beginning with the 2026–2027 school year, maintaining the current annual allotment of 12 PTO days for eligible employees and providing additional PTO days based on continuous years of service as follows: • One (1) additional PTO day after completion of 10 consecutive years of service with CASLV, for a total of 13 PTO days annually during the 11th through 15th years of employment; • One (1) additional PTO day after completion of 15 consecutive years of service; and • One (1) additional PTO day after completion of 20 consecutive years of service. I further move that this ongoing PTO recognition benefit replace the one-time additional PTO recognition day provided during the 2025–2026 End-of-Year recognition celebration, and that eligible employees receive the annual PTO totals established under this policy without duplication of benefits.

D.

Amendment of Employee Handbook (For Possible Action)

Ms. Peevy presented the employee handbook amendment based on the feedback from the campuses.

E.

Amendment of Elementary, Middle, and High School Parent-Student Handbooks (For Possible Action)

Mr. Selim and Ms. Paquin presented the student handbook changes in detail while answering questions from the board. 

Melinda Kabar made a motion to approve the Parent-Student Handbooks as presented subject to staff incorporating the edits requested by the board during the discussion of each of the revisions.

G.

School Closure Policy (For Possible Action)

Mr. Nick presented this and indicated that the purpose of the School Closure Policy is to establish procedures and responsibilities in the event of a partial or full closure of any Coral Academy of Science Las Vegas campus or charter operations. This policy is intended to ensure compliance with all applicable federal and state laws, including Nevada Revised Statutes (NRS) Chapter 388A, federal grant requirements, and guidance from the Nevada Department of Education (NDE) and the State Public Charter School Authority (SPCSA). This policy prioritizes the orderly transition of students and families, protection of student records, appropriate disposition of public assets, and financial accountability.

H.

Organizational Performance Framework Self-Certification (For Possible Action)

Dr. Ercan explained that this is an annual requirement from the SPCSA and reviewed the questions and responses presented. Dr. Warren requested additional information regarding the Special Education item, and Mr. Selim provided further details, addressing her question. The Board discussed the various circumstances that may contribute to delays in completing evaluations within the required timeline.

I.

Review and Approval of the Final Budget for the 2026/2027 School Year (For Possible Action)

Mr. Nick presented the proposed FY 2026–2027 Final Budget and reviewed the annual budget development timeline.


The Board reviewed the projected enrollment of 5,642 students (5,545 funded at 98%) and the estimated per-pupil funding of $9,486.
 

Mr. Nick presented the proposed balanced budget totaling approximately $65.6 million in both revenues and expenditures. Revenue sources include state ($58.8 million), local ($2.2 million), and federal ($4.6 million) funding. Major expenditures include salaries and benefits ($46.5 million), facility costs ($8.1 million), purchased services ($5.6 million), and supplies ($5.4 million).
 

The Board discussed the proposed FY 2026–2027 Final Budget and had the opportunity to ask questions before considering approval.

J.

Executive Director & CEO Evaluation (For Possible Action)

The Board discussed the public-meeting requirements related to evaluations of the organization’s senior executive and noted that, while the discussion must occur in an open meeting, the level of detail shared publicly is at the Board’s discretion. Legal counsel provided guidance regarding Nevada Open Meeting Law provisions applicable to evaluations of senior executives.

 

Board members expressed strong appreciation for Dr. Ercan’s leadership and acknowledged the organization’s continued success under his direction. The evaluation was described as overwhelmingly positive, with board members noting that Dr. Ercan is highly effective in his role while also valuing constructive feedback as part of ongoing professional growth.

 

Several board members commented that the evaluation was thorough, well-prepared, and reflective of the Board’s confidence in Dr. Ercan’s leadership. Board members emphasized their belief that he is the right leader for the organization and thanked him for his continued dedication and accomplishments.

K.

Executive Director & CEO's Contract Renewal (For Possible Action)

The Board discussed the Executive Director/CEO contract renewal and compensation for the upcoming contract term. The Board also reviewed current budget constraints and planned employee salary increases. 

 

Board members acknowledged that compensation decisions should balance organizational financial responsibility with the importance of retaining strong leadership. It was noted that Dr. Ercan had previously kindly declined significant salary increases and expressed that he was comfortable with any compensation adjustment the Board determined to be fair and fiscally responsible.

 

During the discussion, Mr. Lengsavath expressed his appreciation for Dr. Ercan’s leadership and performance, indicating that if compensation were based solely on his performance, the appropriate increase would be an infinite number. He emphasized the significant contributions Dr. Ercan has made to the organization and the value of his continued leadership.

 

Following the discussion, the Board reached consensus to approve a 4.5% salary increase as part of the Executive Director/CEO contract renewal.

Adjourn Meeting

Melinda Kabar made a motion to adjourn the meeting.
Dr. Carryn Warren seconded the motion.
The board VOTED unanimously to approve the motion.
There being no further business to be transacted, and upon motion duly made, seconded and approved, the meeting was adjourned at 9:33 PM.
