Call the Meeting to Order

J. Worles called a meeting of the Operations/Facilities Committee of KIPP Memphis Public Schools to order on Thursday Feb 12, 2026 at 5:01 PM.

The agenda was reviewed and approved with no changes.

Approval of Minutes

J. Worles made a motion to approve the minutes from KIPP Operations/Facilities Committee Meeting on 11-13-25.
J. Neal seconded the motion.
The committee VOTED to approve the motion.

II. Operations/Facilities

A.

2025-26 Enrollment Update

Chief Phillips presented an update and overview as follows:

 

As of February 13, 2026, KIPP Memphis Public Schools are at an overall enrollment of 1,005 which is less than the budgeted enrollment of 1,030.

  • Overall YOY Retention is 70% compared to KIPP Foundation's Metric Goal of 74%
  • Overall enrollment is currently at 80% of target, meeting the KIPP Foundation’s metric goal of 80%.

B.

2025-26 Attendance/Chronic Absenteeism

Chief Phillips presented an YOY update on attendance for all schools as follows:

  • Overall Year-to-date absenteeism is 36%, which is below the KF Anchor Metric goal of 42% or lower.

2026-27 Recruitment/Enrollment

Chief Phillips presented an update and overview as follows:

  • Budget enrollment is set at 1,045, with a goal of 1,250 enrolled students, requiring approximately 1,560 registrations to reach that target.
  • As of February 12, 2026, total enrollment is 287 students, including both returning and new students which is approximately 18.4% of our goal.

Facilities Update

Chief Phillips presented an update and overview for all schools as follows:

2025–26 Public School Facilities Grant Projects: 

  • Projects will address the following areas:
    • Building Security
    • Health & Safety
    • Building Appearance

2025-26 Public School Security Grant Projects:

  • Projects will address findings from the 2025 TN K-12 School Security Assessments that were:
    • Priority Standards identified as Does Not Meet

All projects must be completed by June 30, 2026

 

KIPP Cordova Collegiate Elementary (KCCE) School Property Status

  • KCCE’s property due diligence ends February 25, 2026, with closing expected by March 27, 2026.
  • Renovations are planned from May 1, 2026, to January 31, 2027, with the school scheduled to open in August 2027.

* Land Use Control Board approved rezoning request Febuary 12, 2026.

III. Inclement Weather Pay & Work Expectations Policy

Inclement Weather Pay & Work Expectations Policy

Review and discuss the updated policy related to inclement weather pay and work expectations. The main changes are related to having the option to pay hourly employees in extenuating circumstances of long closures that do not happen often.

Chairperson Comments

Committee Chair Worles commented the presentation updates showed progress in reducing chronic absenteeism, especially among high school students, while highlighting some enrollment opportunities.  Strategies with the Foundation are proving effective.
