Bob Carlson called a meeting of the board of directors of Great Oaks Charter School - Bridgeport to order on Monday Jun 15, 2026 at 5:30 PM.

Approve April, May's Board Meeting Minutes and June's Special Meeting Minutes

II. Finance Committee

A.

Vendor Approvals

Vendor approvals were approved in finance committee.

B.

Finance Committee Updates

B. Chan went over cash position. 

 

CFO, also went over budget to actuals with the board. 4 levels of funding: Sped, State, Federal and Private Funding like Barr Foundation, students from activities/ field trips, etc. 

 

 Expenses- salaries are inclusive to summer pay and 21st century stipends. We gave out about 190,000. We began new healthcare insurance package, started June 1st so we will see about 10,000 higher number a month.

Facilities support has been higher due to phone issues and now we have HVAC issues.

 

B. Chan, CFO, went over new copy machine vendor with the board of directors. 

 

III. Governance Committee

A.

Chief Operating Officer Report-

COO, L. Hubbard, went over COO report. 

 

Facilities Updates:

Three summer construction projects are scheduled to begin:

  • Addition of a new classroom on the High School 2nd Floor
  • Addition of a new classroom on the Middle School 3rd Floor
  • New secure entrance at the Middle School Main Office


Construction on the 3rd Floor classroom will begin June 18, 2026.

Construction on the 2nd Floor classroom will begin June 25, 2026.

Middle School entrance project will begin following completion of the 2nd Floor work (date TBD).
 

School leadership met with Lanese Construction to review project timelines, logistics, and safety protocols to ensure the safety of staff, students, and visitors throughout the construction process.

 

Construction is On Schedule | No anticipated impact to school opening at this time 


HVAC Update- 

  • Beginning May 28, 2026, the school experienced significant HVAC issues impacting cooling on the 2nd and 3rd floors.
  • Assessment revealed the failure of three condenser fans on one rooftop unit (RTU) and two condenser fans on two additional RTUs, resulting in reduced cooling capacity throughout the building.
  • Due to elevated temperatures in instructional spaces,  transitioned to half-day schedules beginning the week of June 2 through the end of the school year.
  • Repairs have fully restored cooling on the 2nd floor and partially restored cooling on the 3rd floor. Full resolution is anticipated by the end of this week.
  • As the building enters its eighth year of operation, we anticipate an increased need for preventative maintenance, repairs, and potential replacement of aging HVAC components and other major building systems over the next several years.
     

B.

Chief Executive Officer's Report

CEO, J. Scalice, went over CEO report with the board of directors.

 

State Testing Update-

All State Testing was completed as of June 8, 2026.  Results cannot be discussed in open meetings, however, the following trends have been noted from preliminary results:


Gains were noted in ELA in Proficiency, Growth, and Target Achieved

  • Gains were noted in Math in Growth and Target Achieved with minimal changes to Proficiency
  • Large gains were made with MLL students on LAS Links Testing (English Proficiency for Multi-Language Learners)


Hiring Update-

Currently, Great Oaks will need to fill vacancies as of 6.15.26

2025-2026 Retention Rate - 85%


TFA Partnership providing valuable and high quality candidates

  • Hiring fairs from UCONN and Quinnipiac continue to provide strong candidates with high levels of interest
  • Recruitment efforts ongoing

 

Grant and Funding Update-

The CSDE has announced the following funding changes and grant opportunities for the 2026-2027 school year.



One time allotment for charter school funding for the 2026-2027 school year amount TBD

  • Reopening of the competitive CT High Dosage Tutoring Grant 
  • Opening of the competitive  Special Education Expansion and Development grant (SEED) up to $350,000 - Charter’s Eligible

Staffing- Currently

  • There are 12 Commissioner’s Network positions receiving 50% funding
  • Commissioner network funding is secured through 2027-2028 at rates TBD by CSDE
  • There will be one (1) new position fully-funded through the Barr Foundation for the 2026-27 and 2027-2028 school years. 
  • One of one mental health clinician position funded through the Mental Health Grant was retained at the conclusion of the grant (2025-2026)
     

Projections

  • At no impact to current budget trends, six (6) Commissioner’s Network positions can be retained at the conclusion of the grant in 2028-2029.
  • The cost to maintain all 12 positions at current rates will increase future personnel expenditure by $320,207 inclusive of benefits and salary adjustments in 2028-2029 
  • All Grant Related Positions are reviewed annually relative to availability of funding, and school based needs.

 

CEO went over upcoming dates the board should keep in mind.
