Call the Meeting to Order

David Taylor, Board President, called the meeting of the Reach Cyber Charter School Board of Trustees to order on Wednesday, May 20, 12026 at 9:00AM.

There were no comments from the public at this time.

III. Routine Business

A.

Approval of the Agenda

David Taylor, Board President, asked the board to review the agenda distributed prior to the meeting and asked if any change were needed.

 

No changes were noted.

Matthew Ryan made a motion to approve the agenda for Wednesday, May 20, 2026.
Paul Donecker seconded the motion.
The board VOTED to approve the motion.

IV. Oral Reports

A.

CEO Report

Jane Swan, CEO, presented an overview of the school's current enrollment, highlighting overall trends and patterns observed across the student population. She provided context on how enrollment has evolved over the time and discussed factors influencing these trends.  Mrs. Swan reported the current enrollment stands at 5950 with Philadelphia having the largest population enrolled.

 

Mrs. Swan also noted that graduation is scheduled for June 4, 2026, at the Bryce Jordan Center, with an anticipated 740 students graduating. Kindergarten graduation will also be held on June 4th.

Human Resources Update

Michael Garman, Director of Human Resources, present an overview of current staffing levels to the board. He reported an authorized staffing complement of 885, with 859 employees currently on staff.

Mr. Garman provided an HR Committee Update from the May 8, 2026 meeting. There were no items for Board consideration.

C.

Financial Report

Karen Yeselavage, Chief Financial Officer, reviewed the school's financial statement with the Board. She presented the revenue and expense statement, highlighting variances and changes since the prior month's report. Ms. Yeselavage also reviews the school's balance sheet and discussed the current financial forecast.

Marcella Arline made a motion to to approve the Consent Items and the minutes from Reach Cyber Charter School Board Meeting on April 15, 2026.
Paul Donecker seconded the motion.
The board VOTED to approve the motion.

VI. Action Items

A.

Approval for the Renewal of SalesForce

Brandie Karpew, Director of Outreach, requested approval for the renewal of the agreement with SalesForce. This request included an additional $30,000, as discussed last month, for marketing intelligence software that will enable the organization to bring digital marketing efforts in-house.

Gail Hawkins Bush made a motion to approval the Renewal of SalesForce.
Anthony Alexander seconded the motion.
The board VOTED to approve the motion.

B.

Approval of the Intergovernmental Agreement with Montgomery County Intermediate Unit

Gregory McCurdy, Director of Special Education, is requesting the approval of an Intergovernmental Agreement with Montgomery County Intermediate Unit. This is to provide specialized shared services for the 26/27 school year.

Paul Donecker made a motion to approve the Intergovernmental Agreement with Montgomery County Intermediate Unit.
Marcella Arline seconded the motion.
The board VOTED to approve the motion.

C.

Approval of Trustees

Brandie Karpew, Director of Outreach, shared that Trustees David Taylor and Gail Hawkins Bush were up for re-election. Each expressed willingness to serve again.

 

It was asked that it be noted that it has been an honor to have David and Gail lead us as officers during this time. 

Marcella Arline made a motion to approve the re-election of Trustees David and Gail.
Anthony Alexander seconded the motion.
The board VOTED to approve the motion.

D.

Approval of First Draft of 2026-2027 School Budget

Karen Yeselavage, Chief Financial Officer, shared the first draft of the 2026/2027 School Budget. The first draft budget will be posted to the public for 20 days with the final approval at the June 17, 2026 Board Meeting.

 

Ms. Yeselavage, noted a $7.2 million loss similar to the $6.9 million in 25/26.

Marcella Arline made a motion to approve the first draft of the 2026/2027 School Budget.
Paul Donecker seconded the motion.
The board VOTED to approve the motion.

VII. Information Items

A.

Government Affairs Update

Jessica Hickernell provided an overview of the current state budget activity. Ms. Hickernell provided an update on the legislation crafted to combat the unintended consequences for Act 47 and shared that we have sponsor for the Residency Verification and the Habitual Truancy language. 

 

Ms. Hickernell thanked the Reach staff for their support during National Charter School Week Celebration. 

B.

State Testing Update

Kelley McConnell, Chief Academic Officer, provided an update on state testing, noting that week three of testing has been completed. The participation rate for PSSAs, 3-8 grade, was at 70%. Keystones will be completed at the end of this week.
