Change Order 5 from Mannik Smith Group – the existing floor in the warehouse building includes a hardwood floor, a wooden subfloor and then a granular leveling material. The general contractor had asked that this granular material be sampled to assess if any special handing would be required for disposal. This change order request includes labor charges for sampling and laboratory charges for analysis of the material.
Change Order 7 from Mannik Smith Group – we have always suspected that a subfloor vapor recovery system would be required under the basement and perhaps part of the first floor. The OEPA rescinded rules and guidance in May of this year and provided new rules and guidance in August of this year. These changes make the assessment and remedial design process different than previously expected. Additionally, as explained in the proposal attached to this change order additional groundwater and soil sampling is also required. As these are assessment tasks they are not reimbursable under the grant. Remedial activities resultant from these activities would be. It is this work that is driving the urgency. The design of any subslab recovery system has to be completed ASAP so that the impact on the construction schedule is understood. Approving this request now instead of later in the week could accelerate the process by a week, which is significant.
Funds for all of these necessary expenses would come from a soft cost contingency built into the overall project budget.
Finally, Geis has indicated that there are certain tasks they could start immediately completion of which would expedite the project. The attached proposal details those tasks and the proposed costs. After meeting with OFCC our counsel feels confident that this work would be reimbursable from the OFCC grant if it were not accounted for at closing from other sources.
