Dan Mikota called a meeting of the board of directors of Napavine School District to order on Monday Apr 28, 2025 at 6:00 PM.

Approve Minutes of Previous Meetings March 24th Regular Meeting, April 19th Special Meeting and April 21st Workshop Meeting

Justin Evander made a motion to approve the minutes of the previous meetings: March 24th Regular Meeting, April 19th Special Meeting and April 21st Workshop Meeting March 24, 2025 Regular Board Meeting on 03-24-25.
Brandon Barnes seconded the motion.
The board VOTED unanimously to approve the motion.

Justin Evander made a motion to approve the consent agenda with the addition of resignations of Eric Anderson and Olivia Lewis under personnel on both discussion and action items.
Brad Woodrum seconded the motion.
The board VOTED unanimously to approve the motion.

III. Reports

A.

CTE

Mr. Rutherford introduced Culinary Teacher, Dalton Workman to speak about the culinary program. Dalton brought a group of students along with pulled pork sandwiches and deviled eggs to share with board members. He reported that they have started selling soups, sandwiches, salads and desserts to staff.  He explained that they plan to sell to students next year, adding that there are a lot of hoops to jump through.  Students present were Macie Mikota, Mikaylynn Arias, Quinton Van Kooten and Princess Parcia.  The students all spoke positively about their experience in the culinary classroom.  Mr. Rutherford reported that we were able to get the culinary classroom approved as a level 4 kitchen by the county a couple weeks ago.  Superintendent Schutz shared that it has been very popular among staff.  Discussion was held regarding the barriers to serving students.  Mr. Workman explained that they have to follow the same rules as the nutrition program.  Mr. Mikota shared that he is proud of the program.

 

Mr. Rutherford reported on the upcoming plant sale, Skills and jazz band bingo night, and FFA State in Pullman next week. He shared that the past week has been busy with a visit from Congress Woman Gluesenkamp Perez and the Chronicle report on the culinary program.  Mr. Rutherford reported that he posted the non traditional videos for empowering girls in shop and computer science and the discussed the interviews for water apprenticeship planned for tomorrow. Mr. Rutherford spoke about the recent grant he applied for, in the amount of $2,000,000, for a more useable space for the shop program.

Principals

Middle High School Principal Mr. Prather reported on the following:

  • Middle school spring dance
  • Prom
  • Spring sports
  • State testing - ELA
  • Resignation of former long term math sub and hire of new long term math substitute
  • Graduation nearing - May 30th is the deadline for seniors to be passing classes and participate in activities.
  • Tracking and monitoring grades.  Sending emails to parents and students regarding grades.
  • Posting Eric Anderson's position this week
  • Jill Smith is filling in for Mrs. Stalcup, and put on an assembly to recognize kids for grades, academics, perfect attendance, and to gear up for testing.

Elementary Principal Bob Hunt reported on the following:

  • Upcoming testing and the big push to get kids to do their best and finish strong.
  • 3rd - 5th music concert May 1st
  • Teacher appreciation May 5th - 9th
  • Celebrate classified staff as well
  • May 5th -8th annual book fair
  • May 8th "Night of the Arts," and celebrate volunteers
  • 3rd grade swimming
  • Upcoming field trips
  • Washington Reading Corp immediate funding cut
  • Resignation of Olivia Lewis 

Discussion was held regarding the WRC funding cut.  Mr. Hunt shared that the WRC is looking into seeing what is happening.  He explained that those kids are promised some money to help with college, but for right now it is done immediately.  He shared that he is sorry this happened and added that those kids work hard and serve kids.  Mr. Prather shared that his son was one of the WRC members and loved it. Superintendent Schutz commented that those WRC workers are role models.  Mr. Hunt also shared that Mrs. Lewis, one of the elementary special education teachers is leaving, adding that she knows the laws and makes everything seamless.

 

Annual Title I Report - Elementary Principal Mr. Hunt reported that Title I is a federal program that is all about intervention and extra work with kids.  He shared that Title is a really good thing, noting that they take data and assess kids, meet with kids, and divide them up and do intense intervention.  He explained that they are school wide Title I  and their School Improvement Plan has to be synced with Title I. He reported that they have to share the plan with families and have them sign a compact.  Students get this at their first conference and they say what they are going to do and the teacher says what they are doing. Title I is lead by Mrs. Carbaugh.  Mr. Hunt shared that they do a family survey and get about 80% of them returned, and shared that they have to do community events such as "Snuggle Up and Read", adding that it is amazing the amount of kids that come.  He shared that we have to provide time for information at the events and talk about the Title services during that time. He explained that K-3 has Class Dojo that teachers use to send messages to parents, adding that It works well and it is a communication that is used non stop. He shared that 4th - 6th grade teachers use SportsYou to communicate with parents. Mr. Hunt explained that they make sure that they invite families to assemblies and they strive for, and attain, 100% turnout at conferences.  He explained that this year they brought back the grandparents lunch, adding that it was amazing, it ran smooth, and was packed.  He shared that next year they plan to add a spring bbq, adding that they are trying to build culture and connect with parents.

 

Mr. Mikota shared that we will see the other benefit of those when we are running a bond or levy. and see first hand what the needs are.  

 

C.

Business Manager

Business Manager, Mrs. Wickert reported the fund balance on file with the treasurer is $1,579,863.25, which is an 11.37% fund balance.  She explained that it could end around 10% in August.  She shared that expenditures went down in April and she is hoping that continues. She reported that she is working on the budget for next year and should get more concrete numbers to work with. She shared that IPD and the rest of the funding is set.

 

Discussion was held regarding whether there are more programs that are close to the chopping block.  Superintendent Schutz explained that it is a guessing game.  Mrs. Wickert shared that she is moving forward with planning to have Title. Mrs. Wickert also shared that we are planning for a total of 61 running start kids for next year with 34 juniors and 27 seniors.

 

D.

Superintendent

Superintendent Schutz reported that we have a couple of dead cherry trees that we may need to remove at the elementary. The consensus of the board was to remove them.   Superintendent Schutz also shared that there are trees behind the stadium that kids are climbing and he views them as a liability.  He asked for input from the board on removal of those trees, as well.  The board felt that it was up to the maintenance crew and Mr. Schutz to determine whether those trees should be removed.  Superintendent Schutz also discussed the 110 acres on Hamilton Road that the city is trying to annex into the Napavine City Limits, adding that we have to go through the hoops to see if Chehalis will release the property.  He shared that we would only get the commercial property and not the homes and would only see about .03 cent savings on our levies and bonds. He shared that he is meeting with D.A. Davidson to gather more information when he goes to his superintendent's conference on Saturday and will have more information at the workshop meeting next month. Superintendent Schutz explained that the budget came out on Sunday noting that there will be funding for Transition to Kindergarten, Safety Net, School Meals, MSOCS, and LEA. He shared that it is not a lot, but we are grateful for what we get.  Mrs. Wickert shared that the percentage of budget is at 47%, which is the lowest it has been in 15 years.  Superintendent Schutz spoke more about the Americorps staff, adding that they are not our employees, but added that it is a service we use and they are a great asset to our district.

Curriculum Adoption Presentations for PE, Health and Fine Arts

Mr. Fay presented a handout to board members with the list of wants for the PE, Health and Fine Arts Curriculum Adoption.  He shared that he felt they could complete the weight room with the items on the list.  He shared that the current volleyball stands are probably from the 80's and that he would like to upgrade those. He shared that Mr. Rutherford helped them out by letting them use Tiltle IV money to purchase nearly $10,000 worth of equipment and that they were able to take those items off the quote.  He shared that elementary PE is not asking for a lot and that Mr. Hersman is very frugal with how he runs his program and doesn't believe that a fancy curriculum is necessary.  Mr. Fay explained that Mr. Craig has things set up well for kids to be successful at the high school and he is looking for some new instruments and Mrs. LeBaron at the elementary is looking to purchase recorders, risers for performances, a sound system, and wants to renew the Quaver curriculum. Superintendent Schutz commented that we have received the James Augustus grant the last couple of years and have purchased some things with that.

Brandon Barnes made a motion to approve the hire of Kayden Kelly as high school head boys' basketball coach and Courtney Craft as middle school assistant girls' basketball coach.

Brandon Barnes made a motion to accept the resignations of Eric Anderson as Secondary Teacher and Olivia Lewis as Elementary Special Education Teacher, both effective 8/31/2025.
