Background:

The Education Protection Account (EPA) was created in November 2012 by Proposition 30, The Schools and Local Public Safety Protection Act of 2012, and it was implemented in 2013. The EPA is governed by Section 36 of Article XIII of the California Constitution, which was amended by Proposition 55 in November 2016.

Executive Director Chilcott will give an updated presentation on on the LCAP (Local Control Accountability Plan) and the accompanying Local Indicators.

 

What is the LCAP?

 

The LCAP is the Local Control Accountability Plan, a three-year plan that describes the goals, actions, services, and expenditures to support positive student outcomes that address state and local priorities. In addition to the LCFF (Local Control Funding Formula) Budget Overview for Parents and Goals and Actions, it highlights targeted funds focused on Increased or Improved services for Foster Youth, English Learners, and Low-income students.

 

What are Local Indicators?

California's accountability system is based on a multiple measures system that assesses how local educational agencies (LEAs) and schools are meeting the needs of their students. Those LCFF (Local Control Funding Formula) priorities for which there is no state level data collected are referred to as local indicators. 

 

The seven local indicators are:

  • Basic Services and Conditions (Priority 1)
  • Implementation of State Academic Standards (Priority 2)
  • Parent and Family Engagement (Priority 3)
  • School Climate (Priority 6)
  • Access to a Broad Course of Study (Priority 7)
  • Coordination of Services for Expelled Students (Priority 9, for county offices of education [COEs] only)
  • Coordination of Services for Foster Youth (Priority 10, for COEs only)

This is a newly created flag policy that determines how to display the United States flag. This policy closely mirrors flag policies from Alameda Unified School District and neighboring school districts.

The Acceleration and Retention policy was revised and updated by the Board Governance Committee from its previous adoption in March 2011.
