Background:

The Education Protection Account (EPA) was created in November 2012 by Proposition 30, The Schools and Local Public Safety Protection Act of 2012, and it was implemented in 2013. The EPA is governed by Section 36 of Article XIII of the California Constitution, which was amended by Proposition 55 in November 2016.

Executive Director Chilcott will give an updated presentation on on the LCAP (Local Control Accountability Plan) and the accompanying Local Indicators.

 

What are Local Indicators?

California's accountability system is based on a multiple measures system that assesses how local educational agencies (LEAs) and schools are meeting the needs of their students. Those LCFF (Local Control Funding Formula) priorities for which there is no state level data collected are referred to as local indicators. 

 

The seven local indicators are:

  • Basic Services and Conditions (Priority 1)
  • Implementation of State Academic Standards (Priority 2)
  • Parent and Family Engagement (Priority 3)
  • School Climate (Priority 6)
  • Access to a Broad Course of Study (Priority 7)
  • Coordination of Services for Expelled Students (Priority 9, for county offices of education [COEs] only)
  • Coordination of Services for Foster Youth (Priority 10, for COEs only)

  F. Approval of the Updated Title IX Policy Vote William Schaff 5 m
   

The Title IX has been updated and was previously combined with the Harassment, Intimidation, Discrimination and Bullying Policy. Due to the complexities of the new Title IX policy, they are now separated into two policies. 

 

The new Title IX policy will take effect August 1, 2024. Until then, the current the Title IX, Harassment, Intimidation, Discrimination and Bullying Policy will remain in place.

  G. Approval of the New Harassment, Intimidation, Discrimination and Bullying Policy Vote William Schaff 5 m
   

The Harassment, Intimidation, Discrimination and Bullying Policy was previously combined with Title IX . Due to the complexities of the new Title IX policy, they are now separated into two policies. 

 

The new the Harassment, Intimidation, Discrimination and Bullying policy will take effect August 1, 2024. Until then, the current the Title IX, Harassment, Intimidation, Discrimination and Bullying Policy will remain in place.

  H. Approve the Charter Renewal Petition Vote William Schaff 15 m
   

The Academy of Alameda is going for early charter renewal in fall 2024. Although AoA's current charter does not expire until June 30, 2026, AoA is going for early charter renewal since we have a supportive AUSD school board and we are in the high track for our state dashboard reporting which gives AoA an automatic 5-7 year renewal. AoA is requesting the full seven year renewal term, July 1, 2025 through June 30, 2032.
