Meeting Format
Whether in person or online, the public is welcome to attend Board/Committee Meetings and have access to meeting minutes. Meetings are held once a month and additionally, as determined by the Board/Committee Chair. All meeting Agendas are posted on the school website at least 48 hours in advance of each public meeting.

During the meeting, the Board and its committees follow the published agenda. Gallery members are not part of the formal discussion or deliberations.  Those wishing to speak at a meeting are asked to follow our Privilege of the Floor Policy. Sergio Martin called a meeting of the board of trustees of Foxborough Regional Charter School to order on Wednesday Jun 10, 2026 at 6:17 PM.

II. Leadership Report

A.

Leadership Report

Mr. Romer reviewed his PowerPoint presentation on his leadership report, including the following highlights:

  • Recent and upcoming events.
    • Rodman Ride fundraising event which raised over $20,000 for scholarships.
    • Various school celebrations including graduation ceremonies.
  • Enrollment update.
    • The school is on target with 159 expected new enrollments in grades 1-12, solidly within goal range of 130-230 students; seeking 110-125 students for kindergarten.
    • 116 students are projected to enroll in September, with potential to reach 125 through additional lottery enrollments.
    • 19 tenth-grade applications have been enrolled.
    • 1,413 projected fall enrollment exceeds the conservative budget target of 1,399 students.

Discussion ensued on enrollment trends across targeted communities, with positive growth in some areas like Taunton while noting lower registration rates from applications in other targeted towns. 

 

  • Strategic plan implementation.
    • Progress on three main goals: strategic planning process completion, academic growth and improvement initiatives, and management structures development. 
    • Significant progress on strategic planning and achieved an 88% success rate in educators articulating how the instructional vision applies to their practice based on survey results from 116 responses.
    • Updates on strategic plan implementation, including the development of one-year district goals, staff surveys, and an ongoing effort to create an operational vision that parallels the instructional vision, with a draft expected by month's end.

 

III. Board Business

A.

FY27 Budget

Mr. Yezukevich summarized the FY27 budget which addresses challenges from declining enrollment and increased costs in areas like health insurance, food costs and transportation. 

 

Mr. Romer noted that in meeting with the teachers association, the main concern raised was about reducing the high school Spanish position, which could lead to larger class sizes. Mr. Romer stated that this decision would be reconsidered if enrollment significantly exceeds projections. 

 

Mr. Yekukevich stated that the Finance Committee had voted to recommend the Board's approval of the FY27 budget

Discussion of Annual Calendar of Board Agenda Items

 Mr. Martin began the discussion on creating a unified annual calendar accessible to all board and committee members, with different committees taking ownership of specific calendar sections. The goal is to create a unified analysis for strategic planning.

 

Mr. Romer presented the model template previously developed and shared at the Board retreat, asking each committee to work on their own calendar. The Governance Committee will develop and maintain a uified annual calendar for the full Board and all commites ensuring all major milestones and reporting dates are included and ccesible to all members. 

 

Work on the calendar will begin next fall.

 

 

C.

Student and Family Handbook Updates

Mr. Romer presented proposed updates to the student and family handbook regarding dress code enforcement, including stricter rules around head coverings, outerwear and pajamas, with particular attention to ensuring the policies don't disproportionately affect any racial or ethnic groups.

 

Mr. Yezukevich suggested reorganizing the section to clearly separate prohibited clothing from allowed items and specifically address religious head coverings. Following advice from legal counsel, it was agreed to proceed with reorganizing the content based on feedback to better accommodate religious head coverings in any color while separating prohibitions from the bullet points.

 

Mr. Romer noted that a board vote is not required at this time and an update will be provided at the next meeting.

D.

Board Self-Evaluation for 2025-26

Mr. Romer reported that he will set up the board self-evaluation process on BoardonTrack and provide a timeframe for completion by end of July.

 

He asked that members continue to actiely recruit and suggest potential new trustee candidates, especially those with facilities and legal backgrounds, and notify Board leadership when candidates are identified.

E.

Executive Director Evaluation

Mr. Romer reviewed his PowerPoint presentation on mid-year and full-year evaluation report as part of the annual evaluation process including the following highlights:

  • Work with school leaders to create one-year school goals based on the district goals for next year aligned with the strategic plan.
  • Administered student and family surveys in the next two weeks to gather baseline qualitative feedback for the strategic plan.
  • Share the draft operational vision for staff once completed, and continue work with the cross-functional team to finalize it.

Mr. Martin reported that he will set up the Executive Director annual evaluation process on BoardonTrack and coordinate with the Board for evaluation completion by fall.

 

Discussion ensued on several policy updates and evaluations. Mr. Romer discussed the evaluation process for specialized instructional support personnel, noting it should be completed by fall, with some data potentially available by July. 

 

 

IV. Updates and Reports

A.

Policy Review and Approval

First Reading - Non-discrimination, Harassment and Retaliation policy

The Board reviewed the non-discrimination policy, which had been reviewed by legal counsel. Mr. Romer noted that the policy has a procedural companion document that is still under development and will be ready for the Governance Committee review at its next meeting.

 

Second Reading  - Student Withdrawal from School policy

Mr. Romer noted the student withdrawal policy specifically clarifying the appeals process and adding language about verifying intent to withdraw when receiving record request from other schools. The vacancy may be listed on the open lottery based on a case-by-case basis if the decision on withdrawal is subsequently appealed.

 

Following discussion, it was agreed to update the student withdrawal policy language to clarify that if FRCS receives a written request for records from another school, the withdrawal intention will be verified with the parent before implementing the official withdrawal.

Committee Reports ( Finance/Facilities, Governance, DEI/Culture and Community, Academic Excellence)

Finance Committee

Ms. Calvert reported that the FY26 projections are on target and have met the bond debt-ratio.

 

Facilities Committee

Mr. Michelot reported that the solar project is on track for completion by the end of June, with grid connection expected by September and related savings to follow in FY27.

 

Mr. Martin suggested a celebratory event to mark the installation.

 

 

C.

Community Groups (FEA, Foundation, ELPAC, SEPAC)

Mr. Romer reported that the FEA had made appreciative presentations to the fourth grade teachers at the fourth grade moving on ceremony with special recognition made to Michelle Green for her contributions.
