Call the Meeting to Order

M. Gibb called a meeting of the Master Plan & Facilities Committee Committee of Elgin Math & Science Academy to order on Wednesday Oct 14, 2020 at 9:05 AM.

II. Master Plan

A.

Environmental Design/Proposal for Asbestos Project Consulting Services

Last month, Kerry, architects and project consultant Dan Alexander on site with Dan from TEM to perform environmental design.  TEM did not charge for the site visit.  

A design for asbestos and environmental remediation design is necessary.  

Proposal includes the cost of the entire oversight of the remediation.

Pre-abatement work $2500 the balance is for abatement oversight.

 
K. Kelly made a motion to Approve the contract with TEM for environmental abatement consultant and oversight not to be implemented until ownership is established with an allowance not to exceed $4,000 for the initial environmental design.
G. Swick seconded the motion.
Adam noted that he would only support any additional funds being expended towards the buildings if EMSA owned the buildings.  Gary noted that the initial expense of $2500 rather than the whole cost up front is an important consideration.  
Doree brought up the dorm building potential.  Dorm building seems more attainable now.  Do we need classrooms more than the gym?  It would be more affordable to do this the first year.
Mel noted that there are many unknowns and expenses when dealing with school law and requirements which could be very impactful on costs.
Kerry noted that EMSA made the mistake of changing direction by focusing on cabins instead of gym.
Where are we with the $500K grant from Rep Moeller?  These funds could be instrumental.
Design should save money in the long run.
Adam--what was priced out by Leopardo for abatement?  Mel--Leopardo used a placeholder for Admin & Gym of around $140K but it was recommended that this be doubled upon return of environmental reports.  
Sue--what is the urgency?  Mel, abatement plan will be needed to get loan. This will help keep us on schedule.
Doree--will we know the findings before we go into design phase?  
The committee VOTED unanimously to approve the motion.
