IV. Discussion and Approval Items
A.
CEO Update
Rich Harrison, CEO, gave an overview of the CEO highlights to the board. This included the upcoming Lighthouse High School charter renewal, academic progress, and the California Dashboard results, including strengths and weaknesses. Rich continued with a representation of what type of data is available on the California Dashboard. Additionally, he highlighted community schools and professional development, as well as enrollment and finance.
No questions from the board.
B.
CAO Update
Robbie Torney gave an update on the discussions and strategies from the Academic Committee Meeting, citing a positive interaction.
Dr. Shajaira Lopez, Chief Academic Officer, gave her overview of the latest findings. She discussed the strengths in the Initial ELPAC data, the strength of LCPS partnerships, and that LCPS continues to build stronger systems. The areas for improvement included stronger ELD implementation and systems, as well as attendance follow-throughs to improve culture. Dr. Lopez followed up on what the ELD priorities shall be from her initial findings and how to move from variation in practice to better systems.
Dezaree Doloriat, Director of Student Services & Community Partnerships, began with an overview of what the Student Services system looks like and how partnerships shape our program. Dez began with her reflections on joining LCPS and stepping into the role over the last year. Dez continued on with how LCPS is reflecting on the latest SEL screener data and what is needed to continue improvements.
The board pushed staff to think about how to ensure partnerships are meeting KPIs and ensuring positive outcomes. Dez Doloriat, Director of Student Services, emphasized that these connections are tied to improving student services such as staff training and better alignment.
The board asked a clarifying question on how to analyze the Initial ELPAC slide, and Kathleen Liljeberg, Director of Assessment & Performance Management, explained how students are qualified as English Language Learners or Initially Fluent English Proficient.
C.
COO Update
Anna Martin, Chief Operating Officer, highlighted operational strengths such as staff retention numbers, student enrollment related to census day, and a clean audit. She also touched upon some of the challenges of non-ideal staff transitions or late hires, lower enrollment in specific Lighthouse grades, and areas that can be improved in the budgeting process. The October and November focus for her team will be staff openings and talent reviews, an early plan on how to retain TK/K students, and greater budget accuracy.
Amua Camargo, Director of Talent, highlighted the positive wins around teacher and staff retention, but there seems to be a trend in investing time and coaching into teachers who are new to LCPS (1-2 years). LCPS currently outperforms the state in staff who identify as BIPOC
The board asked about retention of teachers in 0-2 years and how that compares to other districts, as well as a clarification of what a pathway is. Amua responded that pathways is a wide term, but largely acts as a support system for an individual's goals, such as pursuing a teacher credential or leadership development. For the 0-2 years, Amua responded that people tend to generally need more support when transitioning to a new system and school. Anna Martin chimed in that after 2 years is generally when people decide whether they will be staying with LCPS long term, which could be a match of ideals or other underlying reasons such as continuing onboarding.
D.
Finance Update
Jill gave an update from the finance committee that things are looking in line with what the committee has been expecting, as well as anticipating a clean audit. Jill gave a preview that the cash positioning will be the bulk of the update's focus.
Anna Martin, Chief Operating Officer, gave an overview of the finance update, which includes enrollment and daily attendance impacts. While LCPS is still accepting students, we are on track for enrollment and have a slightly higher budgeted ADA at this point in the year. The current cash flow is below the LCPS goal but trends upward due to stronger cash receipts.
Anna followed up with LCPS master plan updates related to CSFA bonds, proposed decision-making for potential borrowing, and what approvals would be needed throughout the process.
The board wondered about the hidden fees and other aspects behind borrowing money, but did not bring up major concerns.
