  A. 1. HIGH PRIORITY: MACS Board Must Address Unified Literacy Plan Adoption Discuss Joel Hazard 15 m

This is an existing requirement, not a new enactment this week.

Georgia State Board of Education Rule 160-4-2-.40, effective September 10, 2026, requires local boards of education and other public school governing bodies to adopt a Unified Literacy Plan by January 1, 2027.

The rule explicitly addresses state charter schools, including requiring a Unified Literacy Plan in new and renewal charter petitions. Georgia Rules and Regulations

Why This Matters to MACS

The plan must establish measurable literacy goals and align instruction, screening, intervention, and student transitions.

For MACS, the governing board should ensure that its plan addresses K–3 foundational literacy while establishing appropriate goals for fourth- and fifth-grade reading performance.

The rule also establishes operational requirements involving universal screening, parent notification, and intervention planning.

Recommended Board Action

I recommend placing Unified Literacy Plan adoption on the next MACS board agenda.

The Academic Committee should request a draft from school leadership, review its measurable goals and intervention strategies, and present it for formal board adoption before the January deadline.

The board should retain the adopted plan and supporting documentation in its governance records.
