Briefing New Idaho Education Laws

Jeff shared these new education laws that impact FPS stakeholders effective July 1, 2026.

1.  Idaho HB515 - Updates public school requirements for handling harassment, intimidation, and bullying. The law specifically addresses notification of bullying when a suspension occurs to both families of the students involved. A written policy describing how FPS is already or will comply with the new law is being developed and will be reviewed by the board at our next meeting.

2. HB785 - Defines inappropriate online student behavior and allows public schools to discipline students for off-campus and after-hours online posts targeting school staff. The law gives schools rights and methods to address social media or texts that have a direct and severe impact on a school environment. A written policy describing how FPS is already or will comply with the new law is being developed and will be reviewed by the board at our next meeting.

3. HB822 - Schools, health care providers, and child care facilities must notify parents or guardians within 72 hours (3 days) if a minor requests a "social transition" or assistance that diverges from their sex assigned at birth. The law requires that parents are notified that their child is requesting help to transition within 72 hours. This includes using a different name or nickname, using non-matching pronouns or titles, using restrooms or locker rooms matching another sex, or joining opposite-sex sports teams. A written policy describing how FPS is already or will comply with the new law is being developed and will be reviewed by the board at our next meeting.

4. HB623 - Requires all K-12 public schools to observe a daily 60-second moment of silence near the beginning of the school day. A written policy describing how FPS is already or will comply with the new law is being developed and will be reviewed by the board at our next meeting.

ACTION ITEMS:

Amanda to provide the board with policies and procedures that demonstrate our compliance with these laws. These policies will be added to the Staff Handbook, and the Family Handbook, and training will be provided to staff and volunteers, along with communication to all stakeholders.
