Call the Meeting to Order

J. Howard called a meeting of the board of directors of One City Schools to order on Tuesday Apr 28, 2026 at 4:00 PM.

Approve Minutes

J. Howard made a motion to approve the minutes from One City Regular Board Meeting on 03-24-26.
S. Stroman seconded the motion.
The board VOTED to approve the motion.

II. Review & Approval of the March 2026 Financial Statements

A.

Financial Report

The March 2026 Finance Committee meeting was not held. The March financial statements will be reviewed and approved at the regular board meeting in May. 

III. Department Reports and Dialogue

A.

Department Reports

Department Leaders provided written and verbal reports, including: 

 

  • Academic Affairs: M. Dyslin, CAO All students participated in the Forward Exam. Students approached the assessment with focus and seriousness. Unofficial results are expected in July; final results are embargoed until fall. The math tutoring program is expanding with three new tutors. Data indicates a plateau in math progress at the 2nd grade level, which will inform program focus.
  • Human Resources: Stay interviews with staff indicate a nearly 100% staff retention rate for the coming school year.
  • Early Childhood Education: B. Pickett, Executive Director The preschool received a $4,000 grant to fund field trips this summer. 4K assessments using the Ames-Webb tool are providing a valuable academic baseline for tracking student growth.
  • Elementary School: H. Brandt, Principal Curriculum and module planning for the upcoming school year is actively underway.
  • Athletics: K.Key, Director The department is exploring a partnership with AAU to provide students with year-round sports engagement. This initiative is expected to reduce cost barriers for families and support recruitment efforts.
  • Operations: N. Navarro, COO Recognized Chef Joel at the preschool for his outstanding contributions. A temporary chiller has been secured. The Health Team has completed audiometer training.
  • Middle School: A. Ogunniyi 99.9% of middle school students completed the Forward Exam; one student was unable to participate due to a health reason. Staff made intentional efforts to ensure students were relaxed and well-prepared. Student-led conferences, introduced in April, saw strong growth — 54 completions this year, up from 29 the prior year.
  • Enrollment & Family Engagement: M. Ruffin, Director Enrollment is driven primarily by word of mouth (75%), with the remaining 25% attributed to postcards, social media, and other outreach. Current figures show 264 returning students and 77 newly enrolled families, placing enrollment at 73% of goal. New families represent 8 different cities across 18 zip codes.
  • Special Education: K. Anderson, Director Two new IEP requests were received this month.
  • External Relations: G. Wiseman, Chief of Staff / External Relations The recruitment event held at the Hub on April 9 was well attended. Cap Times reporter Erin Gretzinger and photographer Ruthie Hauge visited to capture photos and video for a cover story focused on One City as a demonstration school, scheduled to be published on Wednesday, April 29th. The Cap Times also plans a separate feature on Project Read AI in the near future. Stephanie Schlecht of the Schlecht Family Foundation will visit the school on May 18. Grant applications have been submitted to the Roots & Wings Foundation and to 100 Men of Dane County.

Advocacy Update

C. Hampton reported that as of April 23, 2026, Governor Evers, Speaker Vos, and Senate Majority Leader LeMahieu were engaged in ongoing off-session negotiations regarding allocation of the state's $2.5 billion surplus, with cautious optimism but no finalized agreement. One City continues to advocate for inclusion of its demonstration public school legislation in the school funding and tax relief package under discussion.

2026 Annual Board Strategy and Leadership Summit (aka Board Retreat)

K. Caire reminded board members of the upcoming Board Strategy and Leadership Summit, to be held in Madison on Saturday, May 2, 2026, from 8:00 a.m. to 4:30 p.m. The location is being finalized and will be communicated to board members once confirmed.

The board VOTED to approve the motion.
