1. Public Comment Rules for Meetings:  

Members of the public may address the Board on agenda and non-agenda items.

Members of the public shall have the right to comment on any agenda item before or during the Board’s consideration of the item.

Individuals wishing to speak may complete a public comment card available at the meeting location. Speakers may be called in the order requests are received or grouped by subject area for purposes of efficiency only and not to limit public participation.

Public comment is generally limited to two (2) minutes per speaker, with a maximum of fifteen (15) minutes per topic. Time limits shall be applied equally to all speakers. The Board Chair may adjust time limits as necessary to ensure that all members of the public have a reasonable opportunity to speak.

The Board may briefly respond to statements made or questions posed by members of the public, ask clarifying questions, refer a matter to staff, or request that a matter be placed on a future agenda. The Board shall not take action on any item not appearing on the posted agenda.

2. Public Comment Rules for Meetings Held Via Teleconference 

Board meetings conducted via teleconference shall comply with applicable provisions of the Ralph M. Brown Act, including Government Code §§ 54953 and 54953.8 et seq.

Members of the public shall be provided with a means to observe and address the meeting in real time.

Members of the public may address the Board on agenda or non-agenda items through the teleconference platform (e.g., Zoom) during the public comment period. Use of the platform shall not require members of the public to create an account.

Members of the public may indicate their desire to speak by using available platform features (e.g., “raise hand” function or chat) or by verbal request when invited by the Board Chair.

The Board shall provide sufficient time during the meeting for members of the public to register their intent to speak.

Public comment is generally limited to two (2) minutes per speaker, with a maximum of fifteen (15) minutes per topic. The Board Chair may adjust time limits as necessary to ensure reasonable public participation.

The Board may briefly respond to statements made or questions posed, ask clarifying questions, refer matters to staff, or place items on a future agenda, but shall not take action on items not on the agenda.

3. Teleconference by Board Members

Teleconference participation by Board members shall comply with all applicable provisions of the Ralph M. Brown Act, including Government Code §§ 54953 and 54953.8 et seq.

Board members may participate remotely when permitted by law, including under “just cause” circumstances or as a reasonable accommodation consistent with applicable disability laws.

When a Board member participates remotely, the meeting shall include a physical location open to the public to the extent required by law, and all applicable requirements related to notice, agenda posting, public access, disclosure, and audiovisual participation shall be satisfied.

Remote participation shall not limit the public’s ability to observe the meeting or provide comment in real time.

4. Written (Email) Public Comments 

Members of the public may submit written comments to the Board at: frcsboard@sequoiagrove.org

Submission of written comments in advance of the meeting is voluntary and is not required in order to provide public comment. Members of the public may also provide comments in real time during the meeting.

The Board may, but is not required to, read written comments aloud during the meeting. All written comments received prior to the close of public comment will be provided to the Board, even if not read aloud due to time limitations. Written comments may be summarized or read aloud at the discretion of the Board, subject to reasonable time limits. The meeting agenda may include a recommended deadline for submission of written comments to facilitate inclusion during the meeting.

Written comments may be submitted in any language and will be translated when feasible.

Public comment is generally limited to two (2) minutes per submission, with a maximum of fifteen (15) minutes per topic.

5. Use of a Translator 

A member of the public who utilizes a translator to address the Board shall be allotted four (4) minutes to speak when translation is performed consecutively.

If simultaneous translation services are available, standard public comment time limits shall apply.

6. Disability Accommodations 

Feather River Charter School encourages full participation by individuals with disabilities.

Any person requiring a disability-related modification or accommodation, including auxiliary aids or services, to participate in the meeting or access meeting materials, should contact the School Board Office at (530) 927-5137 at least 48 hours prior to the meeting.
